HomeMy WebLinkAbout070 - 11/23/1966 - AMENDING SECTION 21-51 OF THE CITY CODE RELATING TO ELECTRIC SERVICE ORDINANCE NO. 709 1966 BEING AN ORDINANCE AMENDING SECTION 21-51 OF THE CODE OF ORDINANCES OF THE CITY OF FORT COLLINS, COLORADO, 1958, AS AMENDED AND RELATING TO ELECTRIC SERVICE. ' WHEREAS, the City of Fort Collins is the owner and operator of a municipal light and power system and has heretofore adopted a schedule of rates and rules and regulations concerning electric service, and WHEREAS, the City of Fort Collins has caused to be made a supplemental report on electric rates by C. H. Hoper and Associates, and WHEREAS, the Director of Utilities and the City Manager have recommended that a revised schedule of rates for Business Service, Industrial Power, and Combined Lighting and Power Service be adopted and the City Council is of the opinion that the recommended rates are fair and reasonable based upon actual cost of service. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS: Section 1. That Section 21w51 of the Code of Ordinances of the City of Fort Collins, Colorado, 1958, as amended, be and the same hereby is amended as follows A. By deleting from said Section 21-51, Schedule 2 and substituting therefore the following SCHEDULE 2 BUSINESS SERVICE Applicability This schedule is available in the area served by the City of Fort Collins for supplying electric lighting and power requirements through a single meter and not for standby or for resale to others. Availability This rate is available at 115/230 volts 3 wire single phase for general lighting and small motors not exceeding two horsepower. This rate is also available for combined lighting and power service at 230 volts 3 phase. Rates First 50 KWH used per month, per KWH . . . . $0.05 Next 100 KWH used per month, per KWH . . . . .04 Next 850 KWH used per month, per KWH . . . . .03 Next 19,000 KWH used per month, per KWH . . .02 Excess . . . . . . . . . . . . . . . . . .0175 Minimum The minimum charge shall be not less than $3.00 per month. For three- phase service the minimum shall in no event be less than $1.00 per thousand watts of connected load or $2.00 per kw, 15 minute integrated demand if a demand meter is installed in connection with the service. Payments Bills for electric service shall be due and payable within ten (10) days from date of bill. Power Factor Customer shall install power factor correction equipment if necessary, to insure a power factor of not less than 85 per cent lagging. Load Balance For single-phase, three wire service the customer shall connect his equipment so that the current carried by the neutral wire is not over 15% of the maximum of the current in the other wires. Contract Period Service under this schedule is available for a minimum period of 30 days and thereafter until terminated by three (3) days' notice. B. By deleting from said Section 21-51, Schedule 5 and by substituting therefore the following SCHEDULE 5 INDUSTRIAL POWER Applicability This schedule is available in the area served by the City of Fort Collins for supplying all of the electric requirements of a customer through a single meter and not for standby or for resale to others. -2- I ! Availability This rate is intended to be available at the voltage of the City's at 13,800 volts primary electric systesf/�for three-phase industrial power and combined lighting and power. Rate First 50 KWH used per month per KW of billing demand but not less than 6,250 KWH, per KWH . . $0.04 Next 25 KWH used per month per KW of billing demand but not less than 3,1255KWH, per KWH . . 101 Excess .006 Minimum The minimum charge shall be not less than $500 per month for power service provided that the connected lighting load used does not exceed twenty-five per cent of the total connnected load, and not less than $5,000 per month for combined lighting and power service where the connected lighting load exceeds twentywfive per cent. Payments Bills for electric service shall be due and payable within ten (10) days from date of bill. Billing demand The billing demand shall be determined by suitable meter measurement of the highest 15 minute integrated demand occurring during the monthly billing period, adjusted by the power factor adjustment, provided that it shall be not less than sixty per cent (60%) of the highest billing demand during any of the preceding eleven months. Power Factor Adjustment If the power factor during the time the billing demand is established 0 falls below 85 per cent lagging, adjustment may be made by increasing the measured demand for each month by 1% for each 1% or major fraction thereof by which the power factor during the billing demand period is less than 85 per cent lagging. Secondary Services Where service is rendered under this schedule at secondary voltage and the City owns and furnishes the transformer and substation converting to the lower -3- ' r voltage desired by the customer, an additional charge shall be made each month of two per cent (2%) of the bill for service. If for any reason metering is accomplished at secondary voltage, an additional one and one-half per cent (1-1/27) shall b added to the monthly bill. An additional charge shall be made each month of two 12%) of the bill for service at 2,400 volts or 4160 volts. Contract Period Service under this schedule is available for a minimum period of twelve months and thereafter until terminated by ten (10) days' notice in writing. C. By deleting from said Section 21-51, Schedule 11 and by substituting therefore the following: SCHEDULE 11 COMBINED LIGHTING d POWER SERVICE Applicability This schedule is available in the area served by the City of Fort Collins for supplying all of the electric lighting and power requirements of a customer through a single meter and not for standby or for resale to others. Availability- This rate is available at the established voltage of the City'b distribution system. 120/208 volt or 277/480 volt service shall be subject to requirements of the Light and Power Department as to the size of load and the location of service lines Rate First 50 KWH used per month per KW of billing demand but not less than 2,500 KWH, per KWH . . $0 04 Next 50 KWH used per month per KW of billing demand but not less than 2,500 KWH, per KWH . . .025 Excess .0075 Minimum The minimum charge shall be not less than $200 per month. Payment Bills for electric service shall be due and payable within ten (10) days from date of bill. Billing Demand The billing demand shall be determined by suitable meter measurement of the highest 15 minute integrated demand occurring during the monthly billing .4- period, adjusted by the power factor adjustment, provided that it shall be not less than sixty per cent (60%) of the highest billing demand occurring during any of the preceding eleven months. Load Balance Customer shall connect his equipment so that the load in any phase is not greater than 15% more than the load in either of the two other phases. Voltage Where service is metered under this schedule at primary voltage, a discount shall be made each month of one and one-half per cent (1-1/2%) of the bill for service. Where service is taken at the City's established primary voltage and the City does not own the transformers and substations converting to secondary voltage, an additional credit shall be allowed of two per cent (2%) of the monthly bill. Contract Period Service under this schedule is available for a minimum period of twelve months and thereafter until terminated by ten (10) days' notice in writing. Section 2. The rates and schedules set forth in this ordinance shall become effective the first billing date following December 1, 1966, Until such date, present rates and schedules shall remain in effect.
