HomeMy WebLinkAbout035 - 10/08/1964 - CREATING A COMISSION ON HUMAN RELATIONS r ORDINANCE NO 35 1964 CREATING A COMISSION ON HUMAN RELATIONS WHEREAS, the City Council of the City of Fort Collins recognizes that it has a responsibility to provide maximum assurance that all citizens will be treated equally before the law and will have maximum opportunity to enjoy a sound and healthy standard of living which naturally includes freedom Qf residence merit employment consideration, and the opportunity for their children to acquire the best education available, and WHEREAS it is the opinion of the City Council of the City of Fort Collins that a Human Relations Commission should be created with such agency to have direct responsibility for caxm-ytmgout programs aimed at fostering a healthy and wholesome intergroup relations climate and WHEREAS, Section 1, Article 4 of the Charter of the City of Fort Collins provides that the Council may by ordinance create additional boards, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS Section 1 There is hereby created a Human Relations Commissioa which commission shall consist of fifteen (15) members to be appointed by the City Council Members of said commission shall serve for three (3) years or until their successors are appointed and the initial appointments shall specify the term of office of each individual in order to achieve overlapping of tenure All members shall be subject to removal by the Council The members of said Board shall serve without compensation Section 2 The said Human Relations Commission shall elect a President Vice President and Secretary from their membership annually whose duties shall be such as may be prescribed by the by laws rules and operating procedures to be adopted by said Human Relations Commission and which said by laws rules and operating procedures shall not be inconsistent with the Charter and Ordinances of the City of Fort Collins A copy of said rules immediately after adoption shall be filed with the City Clerk for the use I of the Council Section 3 Said Human Relations Commission shall have the foll- owing functions a To develop an educational program to acquaint our citizens of the situation requiring the resolving of racial tension and assuring harmonious observance of the Civil Rights Bill b To form special committees, includingj,non-commission consultants or specialists to deal with particular aspects of human relations c To try to anticipate potential problems which might result from large changes in population composition d To make a continuing study of ways to support the laws concerned with fair intergroup relations, employment, housing and public accommodations e To seek ways of improving informal intergroup understanding so that all segments gf the community will come to feel welcome in our city f To solicit aid from other social agencies in educating the public g To communicate with other similar commissions in order to share experiences and become more sensitive to potential problems h To receive information concerning alleged or suspected discrim- ination i To investigate in order to ascertain the facts j To explain to parties the laws and local democratic traditions, and to refer serious violations to proper authorities k To make periodic reports to the City Council Introduced considered favorably on first reading and ordered published this 17th day of September, A D 1964 to be presented for final passage on the 8th day of October A D 1964 yor ATTEST City C rk Passed and adopted on final reading this 8th day of October A D 1964 t7 _hit Mayor ATTEST City Jerk -2-
