HomeMy WebLinkAbout005 - 02/16/2010 - APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND FOR THE INTERSECTION IMPROVEMENTS P ORDINANCE NO. 005, 2010 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND FOR THE INTERSECTION IMPROVEMENTS PROJECT FOR HARMONY ROAD AND COLLEGE AVENUE WHEREAS, the Harmony Road and College Avenue intersection is one of the highest volume intersections in the City and it is projected that the volume will increase in the future; and WHEREAS, these proposed improvements will reduce delay time, improve the pavement surface, add urban design and landscaping elements, and provide better facilities for bicycles and pedestrians; and WHEREAS, approximately $5.3 million has already been appropriated for the Harmony Road and College Avenue intersection project, consisting of$2,280,000 from Building on Basics funds, $1,420,000 State Transportation Plan Metro Funds Grant, and $1,557,000 from the Transportation Fund Harmony Maintenance Reserve; and WHEREAS,the City has been awarded Congestion Relief funds in the amount of$627,000 and Hazard Elimination and Safety funds in the amount of$120,000 from the Colorado Department of Transportation designated for the construction of improvements to the Harmony Road and College Avenue intersection; and WHEREAS, these sources will complete the funding required for the Harmony Road and College Avenue Intersection project; and WHEREAS, on February 2, 2010, City Council adopted Resolution 2010-003 authorizing the Mayor to amend a contract with the Colorado Department of Transportation to add funding for the construction of the Harmony Road and College Avenue Intersection Project; and WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the revenue as described herein will not cause the total amount appropriated in the Capital Projects Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the Capital Projects Fund the sum of SEVEN HUNDRED FORTY-SEVEN THOUSAND DOLLARS ($747,000) for expenditure in the Capital Projects Fund - Building on Basics—Intersection Improvements Project for Harmony Road and College Intersection Improvements.
