HomeMy WebLinkAbout060 - 09/14/1972 - AMENDING SECTION 21-51 OF THE CITY CODE SETTING FORTH THE SCHEDULE OF RATES TO BE CHARGED FOR ELECTR ORDINANCE NO. 60, 1972 BEING AN ORDINANCE AMENDING SECTION 21-51 OF THE CODE OF ORDINANCES OF THE CITY OF FORT COLLINS, COLORADO, 1958, AS AMENDED, SETTING FORTH THE SCHEDULE OF RATES TO BE CHARGE$ FOR ELECTRICAL SERVICE FROM THE CITY OF FORT COL- LINS, DEPARTMENT OF MUNICIPAL PUBLIC UTILITIES BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Section 21-Sl of the Code of Ordinances of the City of Fort Collins, Colorado, 1958, as amended, be and the same hereby is amended to read as follows : "Section 21-51. Rates for electrical service. The following schedule of rates is hereby adopted and approved, which shall be the lawful rates for the City of Fort Collins to charge and collect for all electrical service of every kind, both within and without the corporate limits of the City of Fort Collins for customers connected to the dis- tributing system of the said City of Fort Collins, being the schedule of rates referred to in Section 21-50 of this code: SCHEDULE NO. 1 RESIDENTIAL SERVICE Applicability Applicable in corporate limits of Fort Collins and suburban fringe. Availability - Single Family Basis This schedule is available to residential consumers for all domestic uses in single-family private dwellings or individually metered apartments and is not available for hotels, motels, fraternities, sororities, clubs, rooming houses, rest homes, churches, hospitals, or for similar uses. Rate The first 35 kwh per month, per kwh @ $0.05 The next 40 kwh per month, per kwh @ .03 The next 76 kwh per month, per kwh @ .02 The next 350 kwh per month, per kwh @ .015 All additional kwh per month, per kwh @ .0125 Minimum - Net minimum charge per meter per month $ 1 .75 Availability - Multi-Family Basis The foregoing rate schedule is also available for multi-family resi- dential use by multiplying each step of the rate and the minimum by the following factors: Two family units 1.9 Three family units 2.7 Four family units 3.4 Five family units 4.1 More than S family units, add 0.8 per unit over 5 units. Payment The foregoing rates are net. Bills for electric service are due and payable within ten (10) days from date of bill. Contract Period All contracts under this schedule shall be for a minimum period of thirty (30) days and thereafter until terminated upon three days' written notice to the City. Rules and Regulations A family unit is defined as living quarters for one or more persons related by blood or marriage and may include space provided for rent as sleeping rooms only, without cooking facilities, for not exceeding two (2) roomers. Such quarters may include buildings under the same ownership and appurtenant thereto such as a garage. In private residences where space is arranged to be rented to more than two roomers, space for each four (4) or less additional roomers shall be considered as an additional family unit. Those desiring service under this Schedule shall apply at the office of the Light and Power Department and agree to abide by the conditions of this Schedule and the provisions of the Electric Service Rules and Regulations of the City, as approved by the City Council . Any person requesting or receiving electric service from the City shall make his premises subject to inspection by the Light and Power Department as required. SCHEDULE NO. 2 BUSINESS SERVICE Applicability Applicable in the corporate limits of Fort Collins and suburban fringe. Availability This schedule is available for commercial customers including hotels, motels, fraternities, sororities, clubs, lodges, rooming houses, rest homes, tourist camps, churches, hospitals and similar uses, and optionally for apart- ments and multiple dwellings where more than one dwelling or single living quarter is served through one meter. Service under this schedule is available through a single meter at single phase or, where service is available three phase, secondary voltage. Single phase motors from 1 to 5 horsepower may be connected with the approval of the Department. Rate The first 50 kwh used per month, per kwh @ $0.05 The next 100 kwh used per month, per kwh @ .04 The next 850 kwh used per month, per kwh @ .03 The next 19,000 kwh used per month, per kwh @ .02 All additional kwh per month, per kwh @ .0175 Minimum The minimum charge shall be not less than $3.00 per month. For three- phase service the minimum shall in no event be less than $1.00 per thousand watts of connected load or $2.00 per kw, 15 minute integrated demand if a demand meter is installed in connection with the service. Payment The foregoing rates are net. Bills for electric service are due and payable within ten (10) days from date of bill . Power Factor Customer shall install power factor correction equipment if necessary, to insure a power factor of not less than 90 percent lagging. Contract Period All contracts under this schedule shall be for a minimum period of thirty (30) days and thereafter until terminated, where service is no longer required, on three days' written notice to the City. - 2 - Rules and Regulations Those desiring service under this Schedule shall apply at the office of the Light and Power Department and agree to abide by the conditions of this Schedule and the provisions of the Electric Service Rules and R gulations of the City, as approved by the City Council. SCHEDULE NO. 4 GENERAL SECONDARY POWER SERVICE Applicability Applicable in corporate limits of Fort Collins and suburban fringe. Availability This schedule is available at either single phase or three phase secondary voltage power service. Rate The first 20 kwh used per month per kw demand but not less than for the first 60 kwh used, per kwh @ $0.045 The next 40 kwh used per month per kw of demand but not less than for the next 120 kwh used, per kwh @ .04 The next 140 kwh used per month per kw of demand but not less than for the next 420 kwh used, per kwh @ .02 All additional kwh used per month, per kwh @ .0125 Minimum Net monthly minimum charge per kw of demand $1 .00 Not less per meter, per month, than $2.00 Payment The foregoing rates are net. Bills for electric service are due and payable within ten (10) days from date of bill . Determination of Billing Demand The highest rate of use in kw during any 15-minute interval of the billing period, as determined at the Light and Power Department's option by demand meter, or periodic load test. Power Factor Adjustment If the power factor during the time the billing demand is established falls below the figure 90 percent lagging, adjustment may be made by increasing the measured demand for each month by 1% for each 1% or major fraction thereof by which the power factor during the billing demand period is less than 90 per- cent lagging. Contract Period Service under this schedule is available for a minimum period of ninety (90) days, and thereafter until terminated by three days ' written notice to the City. Rules and Regulations Those desiring service under this Schedule shall apply at the office of the Department and agree to abide by the conditions of this Schedule and the provisions of the Electric Service Rules and Regulations of the City, as approved by the City Council. - 3 - SCHEDULE NO. 5 INDUSTRIAL POWER Applicability Applicable in corporate limits of Fort Collins and suburban fringe. Availability This rate is intended to be available at the voltage of the City's primary electric system at 13,800 volts for three-phase industrial power and combined lighting and power. Rate The first 50 kwh used per month, per kw of billing demand but not less than 6,250 kwh, per kwh @ $0.04 The next 25 kwh used per month, per kw of billing demand but not less than 3,125 kwh, per kwh @ . 01 The next 400,000 kwh used per month, per kwh @ .008 Excess kwh @ .0068 Minimum The minimum charge shall be not less than $500 per month for power service provided that the connected lighting load used does not exceed twenty- five percent of the total connected load, and not less than $5,000 per month for combined lighting and power service where the connected lighting loan ex- ceeds twenty-five percent. Payment The foregoing rate is net. Bills for electric service are due and payable within ten (10) days from date of bill. Billing Demand The billing demand shall be the highest rate of use in kw during any 15-minute interval of the billing period, as determined at the Light and Power Department's option by demand meter, or periodic load test, adjusted by the power factor adjustment, provided that it shall be not less than sixty percent (60%) of the highest billing demand occurring during any of the preceding eleven months. Power Factor Adjustment If the power factor during the time the billing demand is established falls below 90 percent lagging, adjustment may be made by increasing the measured demand for each month by 1% for each 1% or major fraction thereof by which the power factor during the billing period is less than 90 percent lagging. Secondary Service Where service is rendered under this schedule at secondary voltage and the City owns and furnished the transformer and substation converting to the lower voltage desired by the customer, an additional charge shall be made each month of two percent (2%) of the bill for service. If for any reason metering is accomplished at secondary voltage, an additional one and one-half percent (1-1/2%) shall be added to the monthly bill. A charge additional to the schedule shall be made each month of two percent (2%) of the bill for service at 2,400 volts or 4,160 volts. Contract Period Service under this schedule is available for a minimum period of twelve months and thereafter until terminated by ten (10) days ' notice in writing to the City. 4 Rules and Regulations Service under this Schedule is subject to provisions of the Electric Service Rules and Regulations of the City, as approved by the City Council. SCHEDULE NO. 10 SPECIAL AREA FLOOD LIGHTING Applicability Applicable in corporate limits of Fort Collins and suburban fringe for outdoor area flood-lighting of consumer's property from dusk to dawn where such service can be rendered directly from existing secondary distribution lines of the City. Bills for electric service are due and payable within ten (10) days from date of bill. Contract Period and Conditions Service under this schedule is available for a minimum period of 12 months and thereafter until terminated by ten (10) days' notice in writing to the City. The City will install, own and operate, and maintain all area lighting equipment under this schedule including one wood pole and one span of wire required for the installation of one mercury vapor lamp. If underground service is desired, or additional poles and wire or special fixtures should be required, approval of the City must be obtained and the additional costs therefor shall be paid in advance to the City by the consumer on a nonrefundable basis. The burning of the lamps shall be controlled by automatic control equip- ment installed by the City and burning time shall be approximately 30 minutes after sunset to approximately 30 minutes before sunrise. The City shall be notified by the consumer of any operational failure of the lamps. Lamp replacements or repairs will be performed only during regular working hours. Rules and Regulations Those desiring service under this Schedule shall apply at the office of the Light and Power Department and agree to abide by the conditions of this Schedule and the provisions of the Electric Service Rules and Regulations of the City, as approved by the City Council. SCHEDULE NO. 11 COMBINED LIGHTING AND POWER SERVICE Applicability This schedule is applicable in the service area of the City of Fort Collins for supplying all of the electric lighting and power requirements of a customer through a single meter. - 5 - Availability This rate is available at the established secondary voltage of the City's distribution system. Service shall be at three phase except that it may be rendered at single phase with the approval of the Light and Power Department. Voltages for four-wire service shall be subject to the requirements of the Depart- ment. Rate The first 50 kwh used per month per kw of billing demand but not less than 2,500 kwh, per kwh @ $0.04 The next 50 kwh used per month per kw of billing demand but not less than 2,500 kwh, per kwh @ .025 The next 20,000 kwh used per month, per kwh @ .015 Excess kwh @ .0075 Minimum Minimum shall be not less than $200 per month. Payment The foregoing rates are net. Bills for electric service are due and payable within ten (10) days from date of bill. Billing Demand The billing demand shall be determined by suitable meter measurement of the highest 15-minute integrated demand occurring during the monthly billing period, adjusted by the power factor adjustment, provided that it shall be not less than sixty percent (60%) of the highest billing demand occurring during any of the preceding eleven months. Power Factor Adjustment If the power factor during the time the billing demand is established falls below 90 percent lagging, adjustment may be made by increasing the measured demand for each month by 1% for each 1% or major fraction thereof by which the power factor during the billing demand period is less that 90 percent lagging. Primary Service Where service is metered under this schedule at primary voltage, a dis- count shall be made each month of one and one-half percent (1-112%) of the bill for service. Where service is taken at the City's established primary voltage and the City does not own the transformers and substations converting to secondary voltage, an additional credit shall be allowed of two percent (2%) of the monthly bill . Contract Period Service under this schedule is available for a minimum period of twelve months and thereafter until terminated by ten (10) days' notice in writing to the City. Rules and Regulations Those desiring service under this Schedule shall apply at the office of the Light and Power Department and agree to abide by the conditions of this Schedule and the provisions of the Electric Service Rules and Regulations of the City, as approved by the City Council. - 6 - SCHEDULE 'M' MUNICIPAL STREET LIGHTING Applicability: Applicable only to Municipal Street Lighting Service. Availability: Available within the city limits of Fort Collins, Colorado. Payment: Bills for Municipal Street Lighting Service will be rendered by the Light and Power Department, and paid by the City in equal monthly installments at the end of each month. Billings for the calendar year will be based upon an inventory of actual installations as of June 1 of the preceeding, year. Payment for the KWH's consumed but not paid for because of the streetlights added to the system between the time of inventory and the time of payment shall be estimated by the Light $ Power Department based on the past 5 years history and shall be included in the annual streetlights billing. Lighting Districts: Artificial Lighting districts, if not covered by Section 15-1 to 15-40 of the Code of Ordinances of the City of Fort Collins, Colorado, are to be financed by the subdivider on a cash basis, subject to material costs at the time of the installation. Where requested by the City Council, the Light and Power Department is to furnish and install all lamps, wire, poles, and fixtures and other necessary equipment for service, only on resolution or ordinances. 7 - i ELECTRIC RATES GENERAL SERVICE RULES AND REGULATIONS The rules and regulations applicable to electric service and persons receiving electric service from the City of Fort Collins shall be such rules and regulations as are adopted by the Department of Municipal Public Utilities and approved by resolution of the Council of the City of Fort Collins. Upon such adoption and approval, all such rules and regulations shall be in full force and effect and shall apply to any person, corporation or other entity receiving electric service from the City.
