HomeMy WebLinkAbout096 - 10/17/1978 - ESTABLISHING RULES AND REGULATIONS RELATING TO THE CITY OPEN SPACES AND TRAILS ORDINANCE NO 96 , 1978 OF THE COUNCIL OF THE CITY OF FORT COLLINS BEING AN ORDINANCE ESTABLISHING RULES AND REGULATIONS RELATING TO THE CITY OF FORT COLLINS OPEN SPACES AND TRAILS AND RELATED FACILITIES UNDER THE SUPERVISION OF THE DEPARTMENT OF PARRS AND RECREATION AND ESTABLISHING A PENALTY FOR THE VIOLATION THEREOF WHEREAS, Article X, Section 4 of the Charter of the City of Fort Collins authorizes the Council to adopt necessary rules and regulations for the preservation of order, safety and decency on properties and related facilities under the supervision of the Department of Parks and Recreation, and WHEREAS, the City of Fort Collins is presently in the process of establishing an Open Spaces and Trails program both within and without the territorial limits of the City of Fort Collins, all under the supervision and direction of the Department of Parks and Recreation, and WHEREAS, in the Dudgement of the Council of the City of Fort Collins it is necessary and proper that reasonable rules and regulations be established to govern conduct relating to the Open spaces and trails NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows Section 1 UNLAWFUL ACTS It shall be unlawful for any person to do any of the following acts in any area officially designated by the Department of Parks and Recreation as open spaces or trails, either within or without the territorial limits of the City of Fort Collins (a) To injure or remove trees, shrubbery, wildlife, or other natural or manmade ob3ects (b) To trap, catch, molest, harm or chase any wildlife, wild fowl or fish, or to molest their natural habitat, except as elsewhere provided in these rules and regulations (c) To operate any motorized boat or vehicle within the open spaces or trails except as designated on lakes, roads and parking lots. (d) To carry of discharge firearms, fireworks , explosives, BB guns, pellet guns, crossbows, longbows, and sling- shots of any kind except in specified areas posted for such activities (e) To trespass upon private property adjacent to open spaces and trails (f) For any person to engage in any activity which may constitute a hazard to the safety of other users of these facilities or in any other manner significantly interfere with the enjoyment of these facilities by others (g) To permit pets to roam at large or on a leash or restraint longer than ten (10) feet in length (h) To fish in any area not officially designated as a permitted fishing area (i) To park a motor vehicle in other than designated areas (3) To camp overnight except in designated areas Section 2 PENALTIES A violation of any of the above rules and regulations shall constitute a misdemeanor punishable by a fine of not to exceed Three Hundred Dollars ($300.00) and/or imprisonment not to exceed ninety (90) days.
