HomeMy WebLinkAbout016 - 02/20/1979 - ELIMINATING FIRE ZONES FROM THE UNIFORM BUILDING CODE ORDINANCE NO 16, 1979 BEING AN ORDINANCE ELIMINATING FIRE ZONES FROil THE UNIFORM BUI1 DTNC COPF OF THE CITY OF FORT COLLINS BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows Section 1 That Section 38-5 of the Uniform Buildino Code, 1976 Edition, of the City of Fort Collins be, and the same hereby is, repealed Section 2 That Section 38-6 of the Uniform Buildira Code, 1976 Edition, of the City of Fort Collins be, and the same hereby is, repealed Section 3 That Section 38-7 of the Uniform Building Code, 1976 Edition, of the City of Fort Collins be, and the same hereby is, repealed Section 4 That Section 38-8 of the Uniform Building Code, 1976 Edition, of the City of Fort Collins be, and the same hereby is, repealed Section 5 That Section 38-9 of the Uniform Building Code, 1976 Edition, of the City of Fort Collins be, and the same hereby is, repealed Section 6 That Section 38-10 of the Uniform Building Code, 1976 Edition, of the City of Fort Collins be, and the same hereby is, repealed Section 7 That the Uniform Building Code, 1976 Edition, Volume I , is hereby amended and changed in the following respects "A That Part IV of the Outline of Contents by Parts, Chapters and Sections be, and it hereby is, repealed B That the classification of buildings of Fire Zone as recommended on page 20 of the Uniform Building Code, 1976 F dl tlon, be, clod it ier by is, r epealp I C That Section 104 (a) be, and it hereby is, amended so as to orrit any reference to Fire Zones D That Section 105 be, and it hereby is, amended so as to read as follows "MOVED BUILDINGS AND TEMPORARY BUILDINGS Sec 105 Buildings or structures moved into or within the jurisdiction shall comply with the provisions of this Code for new buildings or structures Temporary structures such as reviewing stands and other miscellaneous struc- tures, sheds, canopies, or fences used for the protection of the public around and in conjunction with con- struction work may be erected by special permit from the building official for a limited period of time Such buildings or structures need not comply with the type of construction or fire-resistive time periods re- quired by this Code Temporary buildings or structures shall be completely removed upon the expiration of the time limit stated in the permit " E That Section 505 (a) be, and it hereby is amended so as to omit any reference to Fire Zones F That the last sentence of Section 505 (d) be, and it hereby is, amended so as to read "See Chapters 6 to 15 inclusive for special occupancy provisions " G That Table No 5-A be, and it hereby is, amended to read as follows - Divisior 2 Occupancy shall be separated from the other occupancy as required in Table No 5-B Such Group H, Division 2 Occupancy shall be on the outer perimeter of the building and its exterior wall shall be a minimum of 30 feet from the property line " K That Section 1109 (d) be, and it hereby is, amended to read as follows "(d) Area and Height Area and height of open parking garages shall be limited as set forth in Table No 11-A except for increases allowed by subsection (e) In structures having a spiral or sloping floor, the horizontal projection of the structure at any cross section shall not exceed the allowable area per parking tier In the case of a structure having a contin- uous spiral floor, each 9 feet 6 inches of height or portion thereof shall be consi- dered as a tier The clear height of a parking tier shall be not less than 7 feet, except that a lesser clear height may be permitted in mechanical- access open parking garages when approved by the Building Official L That Table 11-B be, and it hereby is, amended to read as follows -4- "Distance from Property Line to Buildinq Wall Construction 0' - 20' One Hour" M That Chapter 16 of the Uniform Building Code, 1976 Edition, be, and it hereby is, repealed N That Section 1701 be, and it hereby is, amended by deleting therefrom any reference whatsoever to Fire Zones 0 That Section 1704 be, and it hereby is, amended so as to read as follows "ROOFS Sec 1704 Roof covering shall be fire retar- dant except in Types III, IV and V buildings , where it may be as follows 1 Ordinary roof coverings may be used in Group R , Division 3 Occupancies 2 Ordinary roof coverings may be used in Group R , Division 1 Occupancies which are not more than two stories in height and have not more than 3,000 square feet of projected roof area and there is a minimum of 10 feet from the building to the pro- perty line on all sides except for street fronts 3 Class C roof coverings which comply with the Uniform Building Code Standard No 32-7 and roofs of No 1 cedar or redwood shakes and No 1 shingles constructed in accordance with the require- ments of the Uniform Building Code Standard No 32- 14 for Special Purpose Roofs may be uses on Group A, Division 3, Group B, Divisions 1 and 2 and Group R, Division 1 Occupancies which are not more than two stories in height and have not more than 6 ,000 square feet of projected roof area and there is -5- a minimum of 10 feet from the building to the property lines on all sides except for street fronts Skylights shall be constructed as required in Chapter 34 Penthouses shall be hereby is amended to read as follows "(d) Walls Fronting on Streets or Yards Regardless of fire-resistive requirements for exterior walls, certain elements of the walls fronting on streets or yards having a width of 40 feet may be con- structed as follows 1 Bulkheads below show windows, show- window fr arnes, aprons and showcases may he of combustible materials provided the height of such construction, does not exceed 15 feet above grade 2 Wood veneer of boards not less than 1 -inch nominal thICKnesS ur exterior type panels not less than 3/8-inch nominal thickness may be applied to walls provided the veneer does not exceed 15 feet above grade, and further provided such veneer shall be placed either directly against noncombustible surfaces or furred out from such sur- faces not streets or )ards having a width of 40 feet may be constructed as follows (1 ) Bulkheads below show windows, show- window frames, aprons and showcases may be of combustible materials provided the timer construction as specified for floors in Section 2106 (e) Not more than two mezzanine floors shall be in any room of a building No mezzanine floor or floors shall cover more than 33 1/3 percent of the area of any room " S That the Exceptions listed in Section 1903 (a) be, and they hereby are, amended to read as follows "EXCEPTIONS 1 Nonbearing walls fronting on streets or yards having a of exterior walls as permitted by Exceptions 1 , 2 and 3 provided the required fire resistance is maintained and the exposed outer and inner faces of such walls are noncombustible 5 Wood columns and arches conforming to heavy timber sizes may be used externally in all fire zones where exterior walls are permitted to be unprotected, noncombus- tible construction or where one-hour fire- resistive noncombustible exterior walls are permitted " X That Section 2105 be, and it hereby is, amended to read as follows "ROOFS Sec 2105 Roof coverings shall be as speci- fied in Chapter 32 and Section 1704 " Y That the last paraqraph of Section 2201 be, and it hereby is, repealed Z That the Exception contained in Section 2203 be, and it hereby is, amended so as to read as follows "EXCEPTION Exterior walls fronting on streets or yards having width of at least 40 feet may be of unprotected construction " AA That Section 3401 be, and it hereby is, amended so as to read as follows "SKYLIGHTS Sec 3401 In other than Types III , IV and V buildings , all skylight frames shall be constructed of noncom- -10- bustible materials All skylights shall be designed to carry all tributary roof loads as specified in Section 2305 All skylights, the glazino of which is set at an anqle of less than 45 degrees from the horizontal , shall be mounted at least 4 inches above the plane of the roof on a curb constructed as required for the frame Spacing between supports in one direction for flat wired glass in skylights shall not exceed 25 inches Corrugated wired glass may have supports 5 feet apart in the direction of the corrugation All glass in skylights shall be wire glass or tempered glass , minimum thickness 7/32 inch, except that skylights over vertical shafts extending through two or more stories shall be glazed with plain glass as specified in this Section, provided, that wire glass may be used if ventilation equal to not less than one-eighth the cross-sectional area of the shaft but never less than 4 feet is provided at the top of such shaft Any qlass not wire glass shall be protected above and below with a screen constructed of wire not smaller than No 12 U S gauge with a mesh not larger than 1 inch The screen shall be sub- stantially supported below the glass Ordinary glass rray be used in the roofs and skylights for green- houses, provided the height of the greenhouse at the ridge does not exceed 20 feet above the grade The use of wood in the frames of skylights will be permitted in greenhouses if the Height of the skylight does not exceed 20 feet above the grade , but in other cases metal frames and metal sash bars shall be used -11- Glass used for the transmission of light , if placed in floors or sidewalks, shall be supported by metal or reinforced concrete frames, and such glass shall be not less than 112 inch in thickness Any such glass over 16 square inches in area shall have wire mesh embedded in the same or shall be provided with a wire screen underneath as specified for skylights in this Section All portions of the floor lights or sidewalk lights shall be of the same strength as is required by this Code for floor or sidewalk construction , except in cases where the floor is surrounded by a railing not less than 3 feet 6 inches in height , in which case the construction shall be calcu- lated for not less than roof loads For additional requirements for plastic skylights see Section 5205 " BB That Section 5209 (b) be, and it hereby is , amended so as to read as follows "(b) Limitations Exterior plastics veneer which meets the requirements for noncom- bustibility as defined in Section 415 shall be unlimited as to height and length of veneered area except as limited by Section 3001 (d) ana 3005 (c) All other approved plastic materials shall conform to the following provis ,U—ns 1 Height The approved veneer shall not be attached to any exterior wall above 50 feet 2 Area Sections of plastic veneer shall not exceed 300 square feet in area " CC That Appendix Section 1507 be, and it hereby is, amended so as to read as follows "SCOPE Sec 1507 The provisions of this Chapter shall apply exclusively to agri- cultural buildings Such build- -12- ings shall be classified as a Group M, Division 3 Occupancy and shall include the following uses 1 Storage, livestock and poultry 2 Milking barns 3 Shade structures 4 Horticultural structures (green- house and crop protection) " DO That Appendix Section 1510 be, and it hereby is, amended so as to read as follows "EXTERIOR WALLS AND OPENINGS Sec 1510 Except where Table No 17-A requires greater protection, exterior walls of agricultural buildings located in Fire Zone No 3 shall be not less than one-hour fire-resistive con- struction when less than 20 feet from property line Openings in exterior walls of agricultural buildings which are less than 20 feet from property lines shall be protected by fire assemblies having a fire-protec- tion rating of not less
