HomeMy WebLinkAbout058 - 05/17/1983 - AMENDING CHAPTER 95 OF THE CITY CODE FOR THE PURPOSE OF CREATING A PLAN OF ACTION FOR SNOW EMERGENCI ORDINANCE NO. 58, 1983 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING CHAPTER 95 OF THE .CODE OF THE CITY OF FORT COLLINS FOR THE PURPOSE OF CREATING A PLAN OF ACTION FOR SNOW EMERGENCIES WHEREAS, the City presently has no plan of action for snow emergen- cies; and WHEREAS, the welfare and safety of the residents of the City of Fort Collins would best be served by the creation of a plan of action for snow emergencies. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Chapter 95 of the Code of the City of Fort Collins be amended by the addition of the following: ARTICLE XV Snow Emergencies §95-93 SNOW EMERGENCY DECLARED. Whenever the Director of Transportation Services (hereinafter "Director") finds and so determines that due to falling snow, sleet, freezing rain, or a forecast by the U. S. Weather Bureau of weather conditions that so warrant, said Director is hereby authorized to declare the existence of a snow emergency. §95-94 NOTICE. The Director shall provide announcements to local radio and television stations, said announcements to declare a snow emergency to exist and to describe the action to be taken by the City. There shall be included in such announcement the time that parking prohibitions are to become effective pursuant to §95-95 of this Ordinance. Where feasible, such announcement shall be disseminated to a newspaper having a general circulation within the City of Fort Collins. §95-95 SNOW EMERGENCY ROUTES. Upon the declaration of the existence of a snow emergency, parking of 'motor vehicles shall be prohibited on all streets designated as "Snow Emergency Routes". For the purposes of this Ordi- nance, .sn.ow, emergency, `'routes shall" consist of those streets or portions of streets within the City of Fort Collins as designated in the Snow Removal Handbook, of the City of -Fort Collins. On each street or portion-"of "street'upon" which' 'parki-ng is allowed, and which is designated as a snow emergency route, . the Director shall post, at reasonable intervals, special traffic signs indicating by the appropriate symbol or wording that said street or portion of-said-street has been designated as a snow emergency's route`.` §95-96 AUTHORITY TO TOW VEHICLES. Whenever any vehicle, except emergency vehicles, is found standing, attended or unattended, upon a snow emergency route in violation of this Ordinance, the Director shall , without delay and at the owner' s expense, take action to have said vehicle towed or otherwise removed from said snow emergency route. 595-97 TERMINATION OF SNOW EMERGENCY. Whenever the Director finds that some or all of the conditions which gave rise to the. snow emergency. no longer exist, said Director may declare the termina- tion of the emergency, in part or in whole, effec- tive immediately upon announcement. In the absence of any such announcement whenever the entire roadway of any snow emergency route is substantially clear of snow from curb to curb, said snow emergency shall be deemed to be terminated and the normally per- mitted parking of vehicles shall thereupon be automatically authorized.
