HomeMy WebLinkAbout019 - 02/16/1982 - AMENDING CERTAIN SECTIONS OF THE UNIFORM BUILDING CODE, 1979 EDITION, AS AMENDED ORDINANCE NO 19 , 1982 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING CERTAIN SECTIONS OF THE UNIFORM BUILDING CODE, 1979 EDITION, AS AMENDED BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS Section 1 That Section 504(a) (Location on Property - General ) of the Uniform Building Code, 1979 Edition, is amended by the addition of a paragraph to read as follows "Lines, which are provided in order to establish ownership of individual portions of buildings not classified as a Group R, Division 3 occupancy, need not be considered as property lines for the purposes of this Code " Section 2 That Section 1204 (Exit Facilities) of the Uniform Buil- ding Code, 1979 Edition, is amended by deleting the second paragraph thereof and by inserting the following paragraph "Every sleeping room below the fourth story and every basement within an individual dwelling unit shall have at least one openable window or exterior door approved for emergency egress or rescue Such windows or doors shall be openable from the inside without the use of separate tools or special knowledge other than that required for normal opening operation " Section 3 That Section 3302(a) (Exits Required - Number of Exits) of the Uniform Building Code, 1979 Edition, is amended by deleting any amendments thereto Section 4 That Section 3303(c) (Doors - Type of Lock or Latch) of the Uniform Building Code, 1979 Edition, is amended by the addition of two exceptions to read as follows "3 All exterior exit doors from buildings or portions thereof with an occupant load of ten or less and the main exit doors from Group B occupancies with an occupant load of less than 50, other than drinking and dining establishments, may have one key-operated locking bolt provided there is posted a sign conforming to 'Exception 1' above of this section The use of this exception may be revoked by the building official for due cause 4 Exit doors serving individual dwelling units " Section 5 That Section 3303(c) (Doors - Type of Lock or Latch) of the Uniform Building Code, 1979 Edition, is amended by deleting the last exception thereto and inserting the following exceptions "EXCEPTION 1 Exit doors serving individual dwelling units may be provided with pairs of doors with one leaf having manual edge or surface bolts 2 One leaf of a pair of exterior doors or one leaf of a pair of doors which serve a single tenant space, may be inactivated with manual edge or surface bolts provided such doors serve only those buildings or portions thereof having an occupant load of ten or less, or serve Group B occupancies having an occupant load of less than 50 In addition, the inactivated leaf shall not have any knob, handle, push bar, or similar hardware and the leaf shall be clearly identified as being not usable for exit pruposes No door leaf that is required for exit width shall be inactivated The use of this exception may be revoked by the building official for due cause " Section 6 That Section 3305(j ) (Stairways - Handrails) of the Uniform Building Code, 1979 Edition, is amended by the addition of an exception after the second paragraph to read as follows "EXCEPTION Handrails on stairways serving individuals dwelling units and Group M Occupancies may be raised to 36 inches above the nosing of the tread " Section 7 That Section 5402 (Identification) of the Uniform Building Code, 1979 Edition, is amended to read as follows §5402 Identification "Each light shall bear the manufacturer's label designating the type and thickness of glass When approved by the building official , labels may be omitted, provided an affadavit is fur- nished by the glazing contractor certifying that each light is glazed in accordance with approved plans and specifications Identification of glazing in hazardous locations shall be in accordance with Section 5406 " Section 8 That Section 5406 (Human Impact) of the Uniform Building Code, 1979 Edition, is amended to read as follows § 5406 Human Impact Safety Glazing (a) General Glazing subject to human impact shall comply with this section -2- EXCEPTION Louvered windows or jalousies complying with Section 5405 need not comply with Subsection (c) of this section (b) Identification Each light of safety glazing material installed in hazardous locations as defined in Section 5406(d) shall be identified by a label which will specify the labeler, whether the manufacturer or installer, and state that safety glazing material has been utilized in such installation Each unit of tempered glass shall be permanently identified by the manufacturer The identification shall be etched or ceramic fired on the glass and be visible when the unit is glazed Tempered spandrel glass is exempted form permanent labeling, but such glass shall be identified by the manu- facturer with a removable paper label (c) Human Impact Loads Individual glazed areas in hazardous locations such as those indicated in Section 5406(d) shall pass the test requirements of Part I of U B C Standard No 54-2 or by comparative tests approved by the building of- ficial which shall be proven to produce at least equivalent performance EXCEPTION Polished wired glass complying with Part II of U B C Standard No 54-2 may be used in fire assemblies and in locations specified in Items Nos 6 and of Section 5406(d) Plastic glazing used in exterior applications also shall comply with the weathering requirements in Part I of U B C Standard No 54-2 (d) Hazardous Locations The following shall be considered specific hazardous locations for the purposes of glazing 1 Glazing in ingress and egress doors except jalousies 2 Glazing in fixed and sliding panels of sliding-type doors other than wardrobe doors 3 Glazing in storm doors 4 Glazing in all unframed swinging doors 5 Glazing in shower and bathtub doors and enclosures 6 Glazing, operable or inoperable, adjacent to a door in all buildings and within the same wall plane as the door whose nearest vertical edge is within 12 inches of the door in a closed position and whose bottom edge is less than 60 inches above the floor or walking surface -3- 7 Glazing in fixed panels other than those covered by Item No 6 which have a glazed area in excess of 9 square feet and the lowest edge is less than 18 inches above the finished floor level or walking surface within 36 inches of such glazing In lieu of safety glazing, such glazed panels may be protected with a horizontal member not less than 1-112 inches in width when located between 24 and 36 inches above the walking surface EXCEPTIONS The following products, materials and uses are exempt from the above hazardous locations 1 Openings in doors through which a 3-inch sphere is unable to pass 2 Assemblies of leaded glass or faceted glass and items of carved glass when used for decorative purposes indoors or in locations described in Section 5406(d) , Item No 6 or 7, above 3 Glazing materials used as curved glazed panels in revolving doors 4 Commercial refrigerated cabinet glazed doors (e) Wardrobe Doors Glazing in wardrobe doors shall meet the impact test requirements for safety glazing as set forth in U B C Standard No 54-2, Part II Laminated glass must also meet the boil test requirements of U B C Standard No 54-2, Part II EXCEPTION The impact test shall be modified so that if no breakage occurs when the impacting object is dropped from the height of 18 inches, the test shall progress in height increments of 6 inches until the maximum of 48 inches is reached Introduced, considered favorably on first reading, and ordered pub- lished this 2nd day of February , A D 1982, and to be presented for final passage on the 16th day of February A D 1982 0,10.0 M or ATTEST City Clerk -4- Passed and adopted on final reading this 16th day of Februar 1982 ATTEST Mayo 4&1k�L City Clerk -5-
