subject to the following conditions (1) That any uses in the "H-B" , Highway Business Zoning District and the "B-P" , Planned Business Zoning Dis- trict, shall be permitted only as a part of a Planned Unit Development, as that term is defined in the Code of the City of Fort Collins (2) That only residential uses shall be allowed in the "R-P" , Planned Residential Zoning District, and the "R-M-P" ,
