HomeMy WebLinkAbout003 - 01/20/1998 - APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSIT SERVICES FUND AND AUTHORIZING THE TRANSFER OF APP ORDINANCE NO. 3, 1998 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSIT SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS TO BE USED TO FUND SPECIALIZED TRANSIT SERVICES IN NON-URBANIZED AREAS WHEREAS, the Colorado Department of Transportation (CDOT) provides money in the form of Section 5311 grants to fund specialized transportation services to non-urbanized areas; and WHEREAS,in years past,Larimer County has been the recipient of the aforementioned grant funds which were used to provide transit services to residents of Larimer County, living outside the City of Fort Collins; and WHEREAS,the County is no longer able to administer Section 5311 grants; and WHEREAS, CDOT has made available to the City, Section 5311 grant funds in the amount of$107,600 which, when combined with local matching funds of$72,731, will provide a total of $180,331 to be used to enable the City to act as administrator of the said grants and to ensure that existing services including Dial-a-Ride, Fox Trot, Loveland SAINT, and transportation services in Berthoud and Estes Park will continue to be funded; and WHEREAS,the City will receive local matching funds,totaling $59,154, from the City of Loveland, Office on Aging, Larimer County and United Way; and WHEREAS, the City's local match for the project is $13,577, and is appropriated in the Transit Services Fund 1998 budget; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations, in conjunction with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V, Section 10, of the Charter authorizes the City Council to transfer by ordinance any unexpended appropriated amount or portion thereof from one fund or capital project to another fund or capital project, provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS,it is the desire of the Council to appropriate the sum of$107,600 in Colorado Department of Transportation Section 5311 grant funds, $59,154 in local matching funds and authorize the transfer of$13,577 for the purpose of administering said grant funds and ensuring the continued funding of specialized transit services to residents of Larimer County. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transit Services Fund, the sum of ONE HUNDRED SEVEN THOUSAND SIX HUNDRED DOLLARS ($107,600) from the Colorado Department of Transportation,to be used to administer Section 5311 grant funds. Section 2. That there is hereby appropriated for expenditure from unanticipated revenue in the Transit Services Fund,the sum of FIFTY-NINE THOUSAND ONE HUNDRED FIFTY-FOUR DOLLARS ($59,154) from various service agencies, representing matching funds, to be used to administer Section 5311 grants,provide operating services, and purchase equipment. Section 3. That the unexpended appropriated amount of THIRTEEN THOUSAND FIVE HUNDRED SEVENTY-SEVEN DOLLARS ($13,577) is hereby authorized for transfer from operations dollars in the Transit Services Fund Transfort budget to be used to administer Section 5311 grants, provide operating services, and purchase equipment.
