HomeMy WebLinkAbout131 - 10/17/1989 - AMENDING THE CITY CODE RELATING TO THE ELECTRIC UTILITY AND RATES FOR SERVICES FROM SUCH UTILITY ORDINANCE NO. 131, 1989 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING DIVISION 4 OF ARTICLE VI OF CHAPTER 26 OF THE CODE OF THE CITY OF FORT COLLINS RELATING TO THE CITY ELECTRIC UTILITY AND RATES FOR SERVICES FROM SUCH UTILITY BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS AS FOLLOWS: Section 1. That Subparagraphs (a) and (c) of Section 26-464 of the Code of the City of Fort Collins are hereby amended to read as follows: Sec. 26-464. Residential energy service, schedule R. (a) Availability. The residential energy service, schedule R, shall be available within the corporate limits of the city and the suburban fringe. (c) Monthly rate. The monthly rates for this schedule are as follows: (1) Fixed charge, per account: One dollar and eighty-five cents ($1.85) . (2) Demand charge, per kilowatt-hour: Two and twenty-four one-hundredths cents ($0.0224) . (3) Distribution facilities charge, per kilowatt-hour: One and forty-six one-hundredths cents ($0.0146) . (4) Energy charge, per kilowatt-hour: One and four-tenths cents ($0.014) . (5) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0) percent of all charges billed pursuant to this Section. Section 2. That Subparagraphs (c) and (f) of Section 26-467 of the Code of the City of Fort Collins are hereby amended to read as follows: (c) Monthly rate. The monthly rates for this schedule are as follows: (1) Fixed charge, per account: a. Single-phase, two-hundred-ampere service: One dollar and eighty-five cents ($1.85) . b. Single-phase, demand service: Three dollars and seventy-eight cents ($3.78) . r c. Single-phase, above two-hundred-ampere service: Nine dollars and eleven cents ($9.11) . d. Three-phase, two-hundred-ampere service: Six dollars and sixty cents ($6.60) . e. Three-phase, above two-hundred-ampere service: Twelve dollars and seven cents ($12.07) . (2) Demand charge, per kilowatt-hour: a. First two thousand (2,000) kilowatt-hours: Three and twenty-one one hundredths cents ($0.0321) . b. Next five thousand (5,000) kilowatt-hours: one and eighty- eight one-hundredths cents ($0.0188) . c. All additional kilowatt-hours: Zero ($0.00) . (3) Demand charge, per kilowatt: a. All kilowatts billed in excess of twenty-five (25) kilowatts: Five dollars and four cents ($5.04) . (4) Distribution facilities charge, per kilowatt-hour: One and forty-five one-hundredths cents ($0.0145) . (5) Energy charge, per kilowatt-hour: One and four-tenths cents ($0.014) . (6) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0) percent of all charges billed pursuant to this Section. (f) Demand metering. A demand meter may be installed by the electric utility whenever an account exceeds five thousand (5,000) kilowatt-hours during any of the preceding twelve (12) months. A demand meter shall be installed when a qualifying facility is operated in parallel with the utility system under this schedule. Section 3. That Section 26-468(c) of the Code of the City of Fort Collins is hereby amended to read as follows: (c) Monthly rate. The monthly rates for this schedule are as follows: (1) Fixed charge, per account: a. Single-phase, demand service: Six dollars and sixty- six cents ($6.66) . b. Single-phase, above two-hundred-ampere service: Eleven dollars and ninety-nine cents ($11 .99) . c. Three-phase, two-hundred-ampere service: Nine dollars and forty-eight cents ($9.48) . d. Three-phase, above two-hundred-ampere service: Fourteen dollars and ninety-five cents ($14.95) . (2) Demand charge, per kilowatt: a. On-peak kilowatts: 1. First twenty-five (25) kilowatts: Six dollars and thirty-three cents ($6.33) . 2. All additional kilowatts: Five dollars and four cents ($5.04) . b. Off-peak kilowatts in excess of on-peak kilowatts: Two dollars and fifty-two cents ($2.52) . (3) Distribution facilities charge, per kilowatt-hour: One and forty-five one-hundredths cents ($0.0145) . (4) Energy charge, per kilowatt-hour: One and four-tenths cents ($0.014) . (5) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0) percent of all the charges billed pursuant to this Section. Section 4. That Subparagraphs (b) , (c) , and (e) of Section 26-469 of the Code of the City of Fort Collins are hereby amended to read as follows: (b) Applicability This schedule applies to customers served at the established secondary voltage of the city's distribution system and having three-phase service. This schedule applies only to those services with an average metered demand of not less than fifty (50) kilowatts and not greater than seven hundred fifty (750) kilowatts. This schedule may also apply to customers having a single-phase service with approval of the electric utility. (c) Monthly rate. The monthly rates for this schedule are as follows: (1) Fixed charge, per account: Twelve dollars and seven cents ($12.07) . (2) Demand charge, per kilowatt: Seven dollars and thirty-two cents ($7.32) . (3) Distribution facilities charge, per kilowatt-hour: One and sixteen one-hundredths cents ($0.0116) . (4) Energy charge, per kilowatt-hour: One and four-tenths cents ($0.014) . (5) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0) percent of all the charges billed pursuant to this Section. (e) Standby service (contingency service provisions). Standby service, as available, will be provided on an annual contract basis at a level at least sufficient to meet probable service demand as determined by the customer and approved by the utility. The monthly charge shall be four dollars and fourteen cents ($4. 14) per kilowatt of standby capacity. This charge shall be in lieu of the distribution facilities charge. For all metered kilowatts in excess of the contracted amount, the unit charge per kilowatt shall be twelve dollars and forty-two cents ($12.42) . In the event the contractual kilowatt amount is exceeded, the beginning date of the contract will be reset. The first month of the new contract period will become the current billing month with that month's metered demand becoming the minimum allowable contract demand for the standby service. Requests for standby service may be subject to a waiting period. An operation and maintenance charge may be applied for special facilities required to provide standby service. Section 5. That Subparagraphs (b) , (c), and (e) of Section 26-470 of the Code of the City of Fort Collins are hereby amended to read as follows: (b) App7icability. This schedule applies to customers served at the established secondary voltage of the city's distribution system and having three-phase service. This schedule applies only to those services with an average metered demand of not less than fifty (50) kilowatts and not greater than seven hundred fifty (750) kilowatts. This schedule may also apply to customers having a single-phase service with approval of the electric utility. Service under this schedule is subject to availability of suitable metering and control equipment. (c) Month7y rate. The monthly rates for this schedule are as follows: (1) Fixed charge , per account : Fourteen dollars and ninety-five cents (b14.95) . (2) Demand charge, per kilowatt: a. On-peak kilowatts: Seven dollars and thirty-two cents ($7.32) . b. Off-peak kilowatts, in excess of on-peak kilowatts: Three dollars and sixty-six cents ($3.66) . (3) Distribution facilities charge, per kilowatt-hour: One and sixteen one-hundredths cents ($0.0116) . (4) Energy charge, per kilowatt-hour: One and four-tenths cents ($0.014) . That Subparagraphs (a) , (b) , (c) , and (e) of Section 26-471 of the Code of the City of Fort Collins are hereby amended to read as follows: Sec. 26-471 . General service 750 schedule GS750. (a) Availability. The general service 750 schedule GS750 shall be available within the corporate limits of the city and the suburban fringe. (b) Applicability. This schedule applies to customers served at the primary voltage of the city's electric system, thirteen thousand two hundred/seven thousand six hundred twenty (13,200/7,620) volts nominal for three-phase industrial power and combined lighting and power. This schedule applies only to those services with an average metered demand of seven hundred fifty (750) kilowatts or greater. At the utility's option, service to customers with a connected load of ten thousand (10,000) kilowatts or more may be served under a contract rate. At the utility's option, service to customers with an average metered demand of five thousand (5,000) kilowatts or more and having connected parallel generation may be provided under a contract rate. (c) Monthly rate. The monthly rates for this schedule are as follows: (1) Fixed charge, per account: Forty-nine dollars and seventy-two cents ($49.72) . a. Additional charge for each additional metering point: Forty-nine dollars and seven cents ($49.07) . (2) Demand charge, per kilowatt: Ten dollars and six cents ($10.06) . (3) Distribution facilities charge, per kilowatt-hour: Zero and three-tenths cents ($0.003) . (4) Energy charge, per kilowatt-hour: One and four-tenths cents ($0.014) . (5) In lieu of taxes and franchise, the rate shall be six and zero-tenths (6.0) percent of all the charges billed pursuant to this Section. (e) Standby service (contingency service provisions) . Standby service, as available, will be provided on an annual contract basis at a level at least sufficient to meet probable service demand as determined by the customer and approved by the utility. The monthly charge shall be two dollars and twenty cents ($2.20) per kilowatt of standby capacity. This charge shall be in lieu of the distribution facilities charge. For all metered kilowatts in excess of the contracted amount, the unit charge per kilowatt shall be six dollars and sixty cents ($6.60) . In the event the contractual kilowatt amount is exceeded, the beginning date of the contract will be reset. The first month of the new contract period will become the current billing month with that month's metered demand becoming the minimum allowable contract demand for the standby service. Requests for standby service may be subject to a waiting period. An operation and maintenance charge may be applied for special facilities required to provide standby service. Section 7. That Subparagraphs (a), (b) , (c) , and (e) of Section 26-472 of the City of Fort Collins are hereby amended to read as follows: Sec. 26-472. General service 750 time-of-demand, schedule GS750T. (a) Availability. The general service 750 time-of-demand, schedule GS750T shall be available within the corporate limits of the city and the suburban fringe. The utility reserves the right to decline applications for this service based on the availability of excess off-peak capacity. (b) Applicability. This schedule applies to customers served at the primary voltage of the city's electric system, thirteen thousand two hundred/seven thousand six hundred twenty (13,200/7,620) volts nominal , for three-phase industrial power and combined lighting and power. This schedule applies only to those services with an average metered demand of seven hundred fifty (750) kilowatts or greater. At the utility's option, service to customers with a connected load of ten thousand (10,000) kilowatts or more may be served under a contract rate. At the utility's option, service to customers with an average metered demand of five thousand (5,000) kilowatts or more and having connected parallel generation may be provided under a contract rate. Standby service, as available, will be provided on an annual contract basis at a level at least sufficient to meet probable service demand as determined by the customer and approved by the utility. The monthly charge shall be two dollars and twenty cents ($2.20) per kilowatt of standby capacity. This charge shall be in lieu of the distribution facilities charge. For all metered kilowatts in excess of the contracted amount, the unit charge per kilowatt shall be six dollars and sixty cents ($6.60) . In the event the contractual kilowatt amount is exceeded, the beginning date of the contract will be reset. Requests for standby service may be subject to a waiting period. An operation and maintenance charge may be applied for special facilities required to provide standby service. Section 8. That the amendments recited herein shall become effective on all billings rendered on or after July 1, 1990, relating to services provided during the month of June, 1990.
