OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES
WHEREAS,Article V, Section 11 of the Charter of the City of Fort Collins(the"Charter")
requires that all appropriations unexpended or unencumbered at the end of the fiscal year shall lapse
to the applicable general or special fund, except that appropriations for capital projects and federal
or state grants shall not lapse until the completion of the capital project or until the expiration of the
federal or state grant; and
WHEREAS,Article V, Section 9,of the Charter permits the City Council to appropriate by
ordinance at any time during the fiscal year such funds for expenditure as may be available from
reserves accumulated in prior years, notwithstanding that such reserves were not previously
appropriated; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from prior year reserves in the
General Fund the sum of TWO MILLION SEVEN HUNDRED EIGHTY-THREE THOUSAND
FIVE HUNDRED EIGHTY-FIVE DOLLARS ($2,783,585) for the following purposes:
Larimer County Outreach Services $ 14,301
Library Information Networking a Community 44,751
Office Building Lease/Purchase 185,901
Commission on the Status of Women 1,543
Multicultural Commission 307
Community Opportunity Investments 193,756
Camera Radar and Red-Light Camera Systems 344,789

Section 2. That there is hereby appropriated for expenditure from prior year reserves in the
Cultural Services &Facilities Fund the sum of TWO HUNDRED NINETY THOUSAND EIGHT
HUNDRED AND ONE DOLLARS ($290,801)to be used for the purposes specified in the City's
Art in Public Places program.
Section 3. That there is hereby appropriated for expenditure from prior year reserves in the
Equipment Fund the sum of SIX THOUSAND SIX HUNDRED NINETY DOLLARS ($6,690)to
be used for the lease purchase of Fleet Services equipment..
Section 4. That there is hereby appropriated for expenditure from prior year reserves in the
Light & Power Fund the sum of TWO MILLION TWO HUNDRED FORTY-SIX THOUSAND
FORTY-THREE DOLLARS ($2,246,043) to be used for the following purposes:
ITRON Meter Reading System Upgrade $ 65,000
General Plant Additions 575,000
Undergrounding Program 640,550
Customer Information System 604,000
Vehicles 143,100
Harmony Station Addition 44,000
Supervisory Control and Data 65,000
Art in Public Places 109,393
Total Light and Power Fund $2,246,043
Section 5. That there is hereby appropriated for expenditure from prior year reserves in the
Storm Drainage Fund the sum of THIRTY-TWO THOUSAND TWO HUNDRED FORTY-TWO
DOLLARS ($32,242) to be used for the purposes specified in the City's Art in Public Places
program.
Section 6. That there is hereby appropriated for expenditure from prior year reserves in the
Transportation Services Fund the sum of ONE HUNDRED FORTY THOUSAND FIVE
HUNDRED SEVENTY-FIVE DOLLARS ($140,575) for the following purposes:
Transportation Administration $ 1,168

Traffic Operations - Year 2000 Compliance 119,000
Total Transportation Services Fund $140,575
Section 7. That there is hereby appropriated for expenditure from prior year reserves in the
Wastewater Fund the sum of EIGHTY-TWO THOUSAND TWO HUNDRED EIGHTY-SEVEN
DOLLARS ($82,287) to be used for the purposes specified in the City's Art in Public Places
program.
Section 8. That there is hereby appropriated for expenditure from prior year reserves in the
Water Fund the sum of ONE HUNDRED SIXTY-FIVE THOUSAND NINE HUNDRED FIFTEEN
DOLLARS ($165,915) to be used for the purposes specified in the City's Art in Public Places
program.
Introduced, considered favorably on first reading, and ordered published this 2nd day of
February, A.D. 1999, and to be presented for final passage on the 16th day of February,A.D. 1999.
