HomeMy WebLinkAbout142 - 11/19/1996 - ADOPTING THE 1997 CITY OF FORT COLLINS TOTAL COMPENSATION PAY PLAN ORDINANCE NO. 142, 1996 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE 1997 CITY OF FORT COLLINS TOTAL COMPENSATION PAY PLAN WHEREAS, each year the City of Fort Collins adopts a financial policy which guides the development of the salary and benefit rates received by City employees; and WHEREAS, Section 2-566 of the City Code requires that the salaries of all classified employees of the City shall be fixed by ordinance of the City Council; and WHEREAS, the City of Fort Collins is committed to compensating employees in a manner which is fair, competitive and understandable; and WHEREAS, unlike past years when the City has annually surveyed the appropriate labor market to determine the appropriate labor market changes for varying City pay families, staff recommends a flat cost of living adjustment of 3% to all employees in 1997 pending completion of a city-wide classification study, and WHEREAS, the recommended increase of 3% for city employees takes into consideration the increased cost of providing benefits in order to stay within the budgeted 3.2% Total Compensation increase. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Council hereby adopts the 1997 City of Fort Collins Total Compensation Plan (the 'Plan'), a copy of which is on file in the Office of the City Clerk. Section 2. That the effective date of the Plan shall be the first full pay period of January 1997, which begins January 13, 1997. Section 3. That the City Manager (or City Attorney in the case of the Deputy and Assistant City Attorneys)is authorized to modify the Plan by increasing or decreasing the number of pay steps, making pay equity adjustments, reducing or increasing the entry rate or making other such changes as he/she may deem necessary or appropriate, so long as the 1997 maximum pay step does not change and the total cost of employee compensation does not exceed the amount budgeted therefor in the 1997 Budget.
