APPROPRIATING FUNDS FROM THE GENERAL FUND RESERVE
DESIGNATED FOR FACILITIES MAINTENANCE FOR THE PURPOSE OF
PAYING DEVELOPMENT FEES FOR THE EXPANSION OF THE CROSSROADS
SAFEHOUSE, A CITY-OWNED BUILDING
WHEREAS, the City owns the Crossroads Safehouse facility and leases it to
Crossroads for $1 per year; and
WHEREAS, Crossroads plans to construct a 4,000 square foot addition to the
current facility which will require the payment of development fees estimated at
$15,000; and
WHEREAS, the lease between the City and Crossroads requires the tenant to
maintain the property at the sole expense of the tenant, and is silent as to the
manner in which development fees should be addressed, should the building be
expanded; and
WHEREAS, the City will own the expansion to the facility and the expansion
will allow Crossroads to increase its capacity and services, which is a benefit
to the community; and
WHEREAS, the General Fund Reserve Designated for Facilities Maintenance has
adequate funds to cover this request for $15,000 with a preliminary 1993 year end
balance of $669,048.
WHEREAS, Article V, Section 7, of the Charter of the City of Fort Collins
authorizes the City Council to provide by ordinance for payment of any expense
from-reserves- accumulated in Prior years notwithstanding that such- reserves-were-
not appropriated for expenditure in the annual appropriation ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that there is hereby appropriated for expenditure from prior year reserves in the
General Fund the total sum of Fifteen Thousand Dollars ($15,000) to pay the
development fees for the expansion of the Crossroads Safehouse.
Introduced, considered favorably on first reading, and ordered published
this 15th day of February, A.D. 1994, and to be pres7eor final passage on
the 1st day of March, A.D. 1994.
