SUBMITTING A PROPOSED CHARTER AMENDMENT
TO A VOTE OF THE REGISTERED ELECTORS
OF THE CITY OF FORT COLLINS
CONCERNING A METHOD OF ELECTING COUNCILMEMBERS
FROM DISTRICTS
WHEREAS, Article IV, Section 8, of the Charter of the City of Fort
Collins provides that the Charter may be amended as provided by the laws of
the State of Colorado; and
WHEREAS, §31-2-210, C.R.S. , provides that Charter amendments may be
initiated by the adoption of an ordinance by the Council submitting a
proposed amendment to a vote of the qualified electors of the City of Fort
Collins.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1. That the Council has reviewed the Charter of the City of
Fort Collins and desires to submit the following proposed Charter amendment
to the registered voters of the City at the next regular City election to
be held on March 5, 1985:
PROPOSED CHARTER AMENDMENT NO. 1
Amend Section 1 (b) of Article II of the Charter of the City of Fort
Collins to read as follows:
Article II City Council
"Section 1. Membership
(b) Three (3) of such Councilmembers shall be nominated and elected
from the City at large. The remaining four (4) members and any
Councilmember elected to fill a vacancy in office vacated by a
Councilmember elected by district shall be nominated and elected
by City districts established by Ordinance of the City Council .
Commencing with the general election in 1989, the City Council
shall , by ordinance, at least six (6) months before any election
at which Councilmembers will be elected from districts, divide
the City into four (4) districts, each consisting of approxi-
mately the same number of electors and each district representing
one continuous, reasonably compact unit. One (1) Councilmember
shall be elected from each district so established by the City
Council .

B. Repeal Article II, Section 1 (c)
Section 2. Proposed Charter Amendment No. 1 shall be submitted to the
voters in the following ballot language:
PROPOSED AMENDMENT NO. 1
An Amendment to Article II , Section 1(b) of the Charter
providing for the election of four City Councilmembers
by districts , one Councilmember to be elected from
each district by the registered voters residing in
such district and providing for the repeal of Article
II , Section 1(c ) concerning the election in April ,
1973.

AGAINST THE AMENDMENT
Introduced, considered favorably on first reading, and ordered pub-
lished this 18th day of December, A.D. 1984 and to be presented for final
passage on the 15th day of January, A.D. 1985.
