SUBMITTING A PROPOSED CHARTER AMENDMENT
TO A VOTE OF THE REGISTERED ELECTORS
OF THE CITY OF FORT COLLINS
CONCERNING CAMPAIGN CONTRIBUTION AND
EXPENDITURE LIMITATIONS
WHEREAS, Article IV, Section 8 of the Charter of the City of Fort
Collins provides that the Charter may be amended as provided by the laws of
the State of Colorado; and
WHEREAS, §31-2-210, C.R.S. , provides that Charter amendments may be
initiated by the adoption of an ordinance by the Council submitting a
proposed amendment to a vote of the qualified electors of the City of Fort
Collins.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1. That the Council has reviewed the Charter of the City of
Fort Collins and desires to submit the following proposed Charter amendment
to the registered voters of the City at the next regular City election to
be held on March 5, 1985:
PROPOSED CHARTER AMENDMENT NO. 5
A. Section 2.2(f) of Article XVI and Section 9 of Article XVII is each
repealed in its entirety.
B. The entire second unnumbered paragraph of Section 13 of Article XVI
of the Charter of the City of Fort Collins is repealed and reenacted to
read as follows:
Article II Elections .
"Section 13. Statement of Expenses.
The City of Fort Collins shall act by ordinance to
establish a ceiling limit on the amount that any person
or entity may contribute in support of a candidate for
City Council on the ballot at any City election.
Section 2. Proposed Charter Amendment No. 5shall be submitted to the
voters in the following ballot language:

PROPOSED AMENDMENT NO. 5
An Amendment to the Charter providing that the City
Council shall act by ordinance to establish a ceiling
limit on the amount that any person or entity may
contribute in support of a candidate for City Council ;
and also repealing certain unconstitutional Charter
provisions.
FOR THE AMENDMENT
AGAINST THE AMENDMENT
Introduced, considered favorably on first reading, and ordered pub-
lished this 18th day of December, A.D. 1984 and to be presented for final
passage on the 15th day of January, A.D. 1985.
