OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL
PROJECTS FUND AND AUTHORIZING THE TRANSFER OF
APPROPRIATIONS BETWEEN CAPITAL PROJECTS
WHEREAS, on September 20, 1988, the City Council adopted the Spring
Creek Master Drainageway Plan; and
WHEREAS, the Spring Creek Basin Master Drainageway identified the
Stover Street Bridge over Spring Creek as needing replacement; and
WHEREAS, Article V, §5 of the Charter of the City of Fort Collins (the
"Charter") requires that capital projects be itemized in the budget by
individual project; and
WHEREAS, the result of such itemization is that each individual
capital project in the budget is treated as a separate fund; and
WHEREAS, Article V, §15 of the Charter authorizes the City Council to
transfer by ordinance any unexpended appropriated amounts or portion
thereof from one fund to another upon the recommendation of the City
Manager, provided that purpose for the initial expenditure of said funds no
longer exists; and
WHEREAS, $66,000 in the 1989 budget for the capital project of
upgrading the Taft Hill Road/LaPorte Avenue Intersection is no longer
needed for that purpose; and
WHEREAS, the City Manager has recommended that this amount be
transferred to the Stover Street Bridge over Spring Creek capital project
as the City's contribution toward the replacement of that bridge; and
WHEREAS, Article V, §15 of the Charter also authorizes the City
Council to appropriated by ordinance unanticipated revenue received as a
result of new revenue sources at anytime during the year; and
WHEREAS, the City has been awarded a grant from the Colorado
Department of Highways Special Bridge Fund in the amount of $541,920 to
replace a structurally deficient bridge on Stover Street over Spring Creek.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That the unexpended appropriated amount of SIXTY-SIX
THOUSAND DOLLARS ($66,000) be authorized for transfer from the Taft Hill
Road/LaPorte Avenue Intersection capital project to the Stover Street
bridge over Spring Creek capital project within the Capital Project Fund.
Section 2. That there is hereby appropriated from unanticipated
revenue in the Capital Projects Fund the sum of FIVE HUNDRED FORTY-ONE
THOUSAND NINE HUNDRED AND TWENTY DOLLARS (E541,920) to replace the existing
bridge on Stover Street near Stuart Street over Spring Creek.
Introduced, considered favorably on first reading, and ordered
published this 19th day of December A.D. 1989, and to be presented for
final passage on the 16th day of January A.D. 1990.
