OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING $10,000 OF UNDESIGNATED PRIOR YEAR RESERVES
IN THE GENERAL FUND FOR IMPLEMENTING A COMMUNITY
DECISION-MAKING PROCESS
WHEREAS, the City wishes to continue meeting the community's needs for a
livable Fort Collins by being responsive to and responsible for change; and
WHEREAS, historically, Fort Collins has placed great emphasis on public
outreach; and
WHEREAS, to deal with an increasingly complex future, the Organizational
Task Force recommends undertaking an extensive public outreach process that
builds upon many existing outreach efforts; and
WHEREAS, this public outreach project would use a variety of outreach tools
to gather input from the entire spectrum of the Fort Collins community; and
WHEREAS, the total cost to design and fully implement this community
decision-making process is estimated to be $100,000; and
WHEREAS, at this time, the City Council wishes to fund only that portion
of the cost which is attributable to the design of the process; and
WHEREAS, Article V, Section 7, of the Charter authorizes the City Council
to provide by ordinance for payment of any expense from reserves accumulated in
prior years notwithstanding that such reserves were not appropriated for
expenditure in the annual appropriation ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1. That there is hereby appropriated for expenditure from prior
year reserves in the General Fund the sum of TEN THOUSAND DOLLARS ($10,000) to
be used for designing a Community Decision-Making Process.
Section 2. That upon completion of the design of the foregoing process,
the Organizational Task Force is directed to present for Council 's consideration,
an ordinance appropriating the necessary funds to fully implement the same.
Introduced, considered favorably on first reading, and ordered published
this 17th day of May, A.D. 1994, and to be presented final pass on the 7th
day of June, A.D. 1994.
