HomeMy WebLinkAbout018 - 02/16/1999 - APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND FOR SAFETY IMPROVEMENTS TO 1 ORDINANCE NO. 18, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND FOR SAFETY IMPROVEMENTS TO 18 TRAFFIC SIGNALS ON THE COLLEGE AVENUE CORRIDOR WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins(the"Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V, Section 10.of the Charter authorizes the City Council to transfer by ordinance any unexpended appropriated amount or portion thereof from one fund or capital project to another fund or capital project, if the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, the City Council adopted Resolution 99-13, on February 2, 1999, authorizing the City to enter into a contract with the Colorado Department of Transportation (CDOT) for the receipt of federal highway safety funds to be used to upgrade eighteen(18)traffic signals along the College Avenue corridor, including the installation of new signal heads, faces and backplates to improve visibility and eliminate background light(the -Project"); and WHEREAS,the estimated cost of the Project is Seventy-Two Thousand Six Hundred Dollars ($72,600); and WHEREAS, CDOT has made available to the City, federal highway safety funds in the maximum amount of Sixty-Five Thousand Three Hundred Forty Dollars ($65,340) to fund the Project; and WHEREAS,local funds,totaling Seven Thousand Two Hundred Sixty Dollars($7,260)have been identified and are appropriated in the 1999 Traffic Operations budget within the Transportation Services Fund; and WHEREAS, it is the desire of the Council to appropriate the sum of$65,340 in federal highway safety funds and authorize the transfer of$7.260 in local matching funds to be used to upgrade eighteen traffic signals along the College Avenue corridor. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund, the sum of SIXTY-FIVE THOUSAND THREE HUNDRED FORTY DOLLARS($65,340)upon receipt from the Colorado Department of Transportation federal highway safety funds to be used to upgrade eighteen (l 8) traffic signals along the College Avenue corridor. Section 2. That the unexpended appropriated amount of SEVEN THOUSAND TWO HUNDRED SIXTY DOLLARS ($7,260) is hereby authorized for transfer from operations dollars in the Transportation Services Fund, 1998 Traffic Operations budget,to the Federal Highway Safety Project in the Transportation Services Fund to be used to upgrade eighteen(18)traffic signals along the College Avenue corridor.
