HomeMy WebLinkAbout146 - 10/05/1999 - APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND FOR THE PURPOSE OF UPDATING ORDINANCE NO. 146, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS FOR THE PURPOSE OF UPDATING ACCESS CONTROL PLANS FOR SOUTH COLLEGE AVENUE AND HARMONY ROAD WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended appropriated amount or portion thereof from one fund or capital project to another fund or capital project, if the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, access control plans are used to maximize roadway capacity, reduce traffic congestion, and enhance safety by reducing turning conflicts and delays; and WHEREAS, access control plans for South College Avenue (US 287) and Harmony Road (SH 68) were completed in 1988/1989; and WHEREAS, given the level of development activity and traffic growth that has been experienced in the southern portion of the City during the past ten years,staff believes it is important to bring the existing access control plans for South College Avenue and Harmony Road up to date; and WHEREAS,the estimated cost to update the aforementioned access control plans is Forty- Eight Thousand Six Hundred Eighty-One Dollars ($48,681); and WHEREAS,the North Front Range Transportation&Air Quality Planning Council(NFRT &AQPC)has made available to the City,federal funds from their Unified Planning Work Program, in the amount of Thirty-Eight Thousand Nine Hundred Forty-Five Dollars($38,945)to fund the cost of updating the access control plans; and WHEREAS, local matching funds, totaling Nine Thousand Seven Hundred Thirty Six Dollars($9,736)have been identified and are appropriated in the 1999 Transportation Services Fund; and WHEREAS,it is the desire of the Council to appropriate the sum of$38,945 in federal funds through the North Front Range Transportation Air Quality&Planning Council,and to authorize the transfer of $9,736 in local matching funds to be used to update access control plans for South College Avenue (US 287) and Harmony Road (SH 68). NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund, the sum of THIRTY-EIGHT THOUSAND NINE HUNDRED FORTY-FIVE DOLLARS ($38,945) upon receipt from the North Front Range Transportation Air Quality&Planning Council to be used to update access control plans for South College Avenue(US 287) and Harmony Road (SH 68). Section 2. That the unexpended appropriated amount of NINE THOUSAND SEVEN HUNDRED THIRTY-SIX DOLLARS ($9,736) is hereby authorized for transfer from the Transportation Services Fund, 1999 Planning budget, to the Access Control Plans Update Project in the Transportation Services Fund and appropriated therein to be used to update access control plans for South College Avenue (US 287) and Harmony Road (SH 68).
