HomeMy WebLinkAbout103 - 10/04/2005 - APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE NATURAL RESOURCES EMISSIONS TE ORDINANCE NO. 103, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FOR THE NATURAL RESOURCES EMISSIONS TESTING TRANSITION PROJECT AND AUTHORIZING THE TRANSFER OF MATCHING FUNDS PREVIOUSLY APPROPRIATED IN THE NATURAL RESOURCES OPERATING BUDGET TO THE GRANT PROJECT WHEREAS, the City of Fort Collins has actively participated in a Multi-Jurisdictional Inspection and Maintenance Transition Committee(the"Committee")to evaluate ways to mitigate the increase in hydrocarbon emissions that will occur when the state mandated emissions testing program is terminated in December 2006; and WHEREAS the Committee has identified a number of regional approaches to lower volatile organic compounds that contribute to ground-level ozone formation; and WHEREAS, the City of Fort Collins has been awarded grant funding from the Colorado Department of Public Health and Environment ("CDPHE") in the amount of$5,200; and WHEREAS, the CDPHE grant funds will be used to conduct activities to reduce ozone- forming pollutants including conducting outreach to insure compliance with Stage I vapor recovery fueling protocols, seeking permission and placing "Stop at the Click" stickers on fuel pumps, and c)obtaining information from current emissions inspectors about strategies to maintain or increase public participation in vehicle maintenance and implementing an outreach effort; and WHEREAS, the grant requires $3,190 of matching funds which have been included in the 2005 Natural Resources budget and are available for transfer to the CDPHE Emissions Testing Transition Project; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins ("Charter") enables the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided the total amount of such supplemental appropriations, in combination with all previous appropriations for the fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the CDPHE grant funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpected and unencumbered amount or portion thereof from one project to another project, provided that the purpose for which the transferred funds are to be expended remains unchanged. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of FIVE THOUSAND TWO HUNDRED DOLLARS ($5,200) for expenditure in the General Fund for the Natural Resources CDPHE Emissions Testing Transition Project. Section 2. That the unexpended appropriated amount of THREE THOUSAND ONE HUNDRED NINETY DOLLARS ($3,190) is authorized for transfer from the Natural Resources operating budget in the General Fund to the Natural Resources CDPHE Emissions Testing Transition Project and appropriated therein.
