HomeMy WebLinkAbout078 - 08/16/2005 - APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATED ORDINANCE NO. 078, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATED AMOUNTS BETWEEN ACCOUNTS AND PROJECTS FOR THE MULTI-JURISDICTIONAL DRUG TASK FORCE WHEREAS, Fort Collins Police Services was awarded a grant of federal money in the amount of$250,000 through the Office of Drug Control and System Improvement("Byrne Grant") for the federal fiscal year of July 1, 2004 through June 30, 2005 and these funds were appropriated on Ordinance No. 103, 2004 ; and WHEREAS,the federal government changed its fiscal year from July 1st through June 30th to October 1st through September 30th, which creates a three month funding gap from July 1, 2005 through September 30, 2005; and WHEREAS, Fort Collins Police Services has been awarded a grant of federal money in the amount of$51,250 through the Office of Drug Control and System Improvement ("Byrne Bridge Grant") to bridge the funding gap from July 1, 2005 through September 30, 2005; and WHEREAS, this grant is to be used by the Larimer County Drug Task Force("Task Force") to help fund the investigation of illegal narcotics activities in Larimer County; and WHEREAS, the City of Fort Collins will administer the grant for the Task Force which includes Fort Collins Police Services, Loveland Police Department, Larimer County Sheriff's Department, Drug Enforcement Administration, and the Colorado State University Police Department; and WHEREAS, the members of the Task Force will provide matching funds in the amount of $108,125; and WHEREAS,Fort Collins' portion of the matching funds is$32,168 which is included in the 2005 Police Services budget and is available for transfer to the Multi-jurisdictional Drug Task Force Grant Project; and WHEREAS,the City of Fort Collins will receive$1,250 from the Colorado State University Police Department to fund its portion of training costs; and WHEREAS, Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or project to another fund or project, provided that the purpose for which the transferred funds are to be expended remains unchanged. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of FIFTY ONE THOUSAND TWO HUNDRED FIFTY DOLLARS ($51,250) for expenditure upon receipt from the Office of Drug Control and System Improvement in the General Fund for Police Services for the Multi-jurisdictional Drug Task Force Grant Project. Section 2. That the unexpended appropriated amount of TH RTY-TWO THOUSAND ONE HUNDRED SIXTY-EIGHT DOLLARS ($32,168)is hereby authorized for transfer from the Police Services operating budget in the General Fund to the Multi jurisdictional Drug Task Force Grant Project. Section 3. That there is hereby appropriated from unanticipated revenue in the General Fund the sum of ONE THOUSAND TWO HUNDRED FIFTY DOLLARS($1,250)for expenditure upon receipt from Colorado State University Police Department in the General Fund for Police Services for the Multi-jurisdictional Drug Task Force Grant Project.
