HomeMy WebLinkAbout080 - 08/16/2005 - APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND TO BE USED TO CONDUCT THE DO ORDINANCE NO. 080, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND TO BE USED TO CONDUCT THE DOWNTOWN RIVER DISTRICT IMPROVEMENT PROJECT WHEREAS, the City's departments of Transportation Planning, Engineering, Advance Planning,Natural Resources and Utility Services are partnering with the Downtown Development Authority("DDA")to conduct a Downtown River District Improvement Project(the"Project");and WHEREAS, the purpose of the Project is to address the lack of sufficient public infrastructure to support infill development and redevelopment in the Downtown River Corridor area; and WHEREAS, the first phase of the Project will include detailed design/preliminary engineering and cost estimating of needed transportation and utility improvements for the area including Jefferson Street, Willow Street, Lincoln Avenue, and Linden Street; and WHEREAS, the transportation and utility improvements that may result from this Project fit within the visions and goals as set forth by City Plan and the Downtown River Corridor Implementation Program; and WHEREAS, the City and the DDA have entered into an intergovernmental agreement, whereby the DDA has agreed to provide the City with$200,000 to conduct the Project,and the City has agreed to provide in-kind contributions, of up to $100,000, in the form of staff time and available departmental resources; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of the payment from the DDA as referenced above will not cause the total amount appropriated in the Transportation Services Fund - Downtown River District Improvement project to exceed the current estimate of actual and anticipated revenues to be received during any fiscal year; and WHEREAS, it is the desire of the City Council to appropriate the sum of$200,000 in the Transportation Services Fund, representing payment from the DDA for their share of costs associated with the Downtown River District Improvement Project. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the Transportation Services Fund - Downtown River District Improvement project, the sum of TWO HUNDRED THOUSAND DOLLARS ($200,000),representing the Downtown Development Authority's share of costs associated with the Downtown River District Improvement Project.
