HomeMy WebLinkAbout001 - 01/18/2005 - APPROPRIATING UNANTICIPATED REVENUE FROM GRANT PROCEEDS FROM THE STATE OFFICE OF ENERGY MANAGMENT AN ORDINANCE NO. 001, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE FROM GRANT PROCEEDS FROM THE STATE OFFICE OF ENERGY MANAGEMENT AND CONSERVATION IN THE CAPITAL PROJECTS FUND - POLICE FACILITY- DESIGN PROJECT TO BE USED FOR DESIGN SERVICES FOR THE FUTURE POLICE SERVICES FACILITY WHEREAS, to date, City Council has approved appropriations, totaling $35,222,851, in the Capital Projects Fund - Police Facilities capital project, to be used for land acquisition, design, and construction of a centralized police facility, to be constructed on Timberline Road between Prospect and Drake Roads; and WHEREAS, on September 2, 2004, the City applied for a 'Rebuild Colorado" high performance design grant from the Governor's Office of Energy Management and Conservation (the "Grant"); and WHEREAS, the Grant will provide integrated design services with a focus on developing a building for Police Services that will attempt to meet the State's Leadership in Energy and Environmental Design ("LEED") silver certification; and WHEREAS, on October 4, 2004, the Governor's Office awarded the Grant to the City in the amount of$20,000, to be used for design services for the new Police Services facility; and WHEREAS, the design work will include design charettees, energy modeling, day lighting modeling, and other services; and WHEREAS, no local matching funds are required; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the Grant proceeds, as described herein, will not cause the total amount appropriated in the Capital Projects Fund - Police Facility - Design Project to exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, it is the desire of the Council to appropriate the sum of $20,000 in unanticipated revenue in the Capital Project Fund - Police Facility - Design Project, representing proceeds from the Grant, to be used for design services for the new Police Services facility. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Capital Projects Fund - Police Facility - Design Project, the sum of TWENTY THOUSAND DOLLARS ($20,000) to be used for design services for the new Police Services facility. Introduced and considered favorably on first reading and ordered published this 4th day of January, A.D. 2005, and to be presented for final passage on the 18th day of January, A.D. 2005.
