OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
GENERAL FUND FOR THE RESTORATIVE JUSTICE YOUTH
CONFERENCING PROGRAM AND THE RESTORATIVE JUSTICE RESTORE PROGRAM
WHEREAS, the City of Fort Collins Police Services has been awarded a grant from the
Colorado Division of Criminal Justice in the amount of $20,000 for salaries associated with the
continued operation of the Restorative Justice Youth Conferencing program; and
WHEREAS, restorative justice is an alternative method to traditional punitive sanctions
for criminal violations and holds a youth offender accountable for his or her actions by
conferencing the youth with the victim to develop appropriate consequences for the offense; and
WHEREAS, the grant requires $2,222 of City matching funds, which is being met from
unanticipated project income (client fees) from the Restorative Justice Youth Conferencing
program; and
WHEREAS, the City of Fort Collins Police Services has also been awarded a grant of
$25,000 from the Bohemian Foundation for salaries associated with the continued operation of
the Restorative Justice Restore ('RESTORE") Program; and
WHEREAS, the RESTORE Program holds youthful offenders accountable for their
actions and works with them, victims and law enforcement on appropriate consequences; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the
"Charter") permits the City Council to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations,
in combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the Colorado Division of
Criminal Justice grant funds and the Bohemian Foundation grant funds as described herein will
not cause the total amount appropriated in the General Fund to exceed the current estimate of
actual and anticipated revenues to be received in that fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of TWENTY THOUSAND DOLLARS ($20,000) for expenditure in the
General Fund for the Restorative Justice Youth Conferencing Program Grant.
Section 2. That there is hereby appropriated from unanticipated project revenue in the
General Fund the sum of TWO THOUSAND TWO HUNDRED TWENTY-TWO DOLLARS
($2,222) for expenditure in the General Fund for the Restorative Justice Youth Program and
appropriated therein.
Section 3. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of TWENTY FIVE THOUSAND DOLLARS ($25,000) for expenditures
in the General Fund for the Restorative Justice Restore Program.
