HomeMy WebLinkAbout012 - 02/05/2002 - APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE CAPITAL PROJECTS FUND TRAFFIC SIGNAL TIMING SYSTEM ORDINANCE NO. 012, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE CAPITAL PROJECTS FUND TRAFFIC SIGNAL TIMING SYSTEM PROJECT TO BE USED FOR INSTALLATION OF THE FIBER OPTIC COMMUNICATION SYSTEM FOR THE NEW TRAFFIC SIGNAL SYSTEM WHEREAS, the City has been operating the existing traffic signal system since 1979; and WHEREAS, the City's existing traffic signal system is outdated and declining in performance and usefulness, resulting in inadequate communications between twenty to thirty percent of signalized intersections on any given day, and frequent equipment failures; and WHEREAS,upgrading the existing system is not feasible due to reliance on proprietary parts and financial instability of the vendor; and WHEREAS,the City has proposed replacing the existing traffic signal system with a modern traffic management system, including acquisition and installation of a fiber optic communication network(the "Project"); and WHEREAS,the cost of the Project is estimated at $5,000,000; and WHEREAS, City Council approved an appropriation of $1,000,000 in the Capital Projects Fund for 2000 through the adoption of Ordinance No. 174, 1999, on November 16, 1999, and $4,000,000 in 2001 through the adoption of Ordinance No. 28, 2001; and WHEREAS, on October 5, 2000, Traffic Operations was awarded the Federal Intelligent Transportation System Grant,in the amount of$992,018 which will be used to reimburse the project and free up previously appropriated funds for the remainder of the project; and WHEREAS, the grant is a 50150 matching grant, with a local match of$992,018; and WHEREAS, the City's match will come from previously appropriated funds in the Traffic Signal Timing System capital project; and WHEREAS, the City Council adopted Resolution 2002-008, on January 15, 2002, authorizing the City to enter into an intergovernmental agreement with the Colorado Department of Transportation for the receipt of Federal Highway Administration Federal Intelligent Transportation Grant funds to be used to install a portion of the fiber optic communication system for the new traffic signal system; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the Federal Intelligent System Grant funds as described herein will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received during any fiscal year; and WHEREAS, it is the desire of the Council to appropriate the sum of$992,018 in Federal Highway Administration,Federal Intelligent System Grant funds in the Capital Projects Fund to be used to install a portion of the fiber optic communication system for the new traffic signal system. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Capital Projects Fund, Traffic Signal Timing System project the sum of NINE HUNDRED NINETY-TWO THOUSAND EIGHTEEN DOLLARS ($992,018)from the Colorado Department of Transportation,to be used to install a portion of the fiber optic communication system for the new traffic signal system. Introduced and considered favorable on first reading and ordered published this 15th day of January, A.D. 2002, and to be presented for final passage on the 5th day of February, A.D. 2002. r o..
