OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE
IN THE FLOOD MITIGATION FUND - PROJECT IMPACT GRANT
WHEREAS, on July 28, 1997, a flash flood hit Fort Collins, causing severe damage to
certain areas of the City and resulting in the loss of life and property; and
WHEREAS,on August 1, 1997,President Clinton declared Larimer County a federal disaster
area thereby qualifying the City for various types of disaster assistance programs; and
WHEREAS,on November 5, 1998,the Federal Emergency Management Agency announced
that the City would receive $500,000 of federal funds authorized under the Omnibus Consolidated
Appropriations Act of 1997, which authorized the Disaster Resistant Community Initiative; and
WHEREAS,under the Disaster Resistant Community Initiative--Project Impact,the City will
utilize the$500,000 of federal funds for risk reduction through public education and training while
incorporating new methods to make the community a safer place to work and live; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in conjunction with
all previous appropriations for that fiscal year, do not exceed the current estimate of actual and
anticipated revenues to be received during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue the sum of
FIVE HUNDRED THOUSAND DOLLARS($500,000)from the Federal Emergency Management
Agency in the Flood Mitigation Fund - Pro_ject Impact Grant to be used to develop a Disaster
Resistant Community Initiative.
