HomeMy WebLinkAbout090 - 06/18/1996 - APPROPRIATING PRIOR YEAR RESERVES AND UNANTICIPATED REVENUE TO BE USED FOR STREET MAINTENANCE AND TR ORDINANCE NO. 90, 1996 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING PRIOR YEAR RESERVES AND UNANTICIPATED REVENUE IN VARIOUS CITY FUNDS AND AUTHORIZING THE TRANSFER OF EXISTING APPROPRIATIONS TO BE USED FOR STREET MAINTENANCE AND TRAFFIC OPERATIONS NEEDS WHEREAS, the maintenance of city transportation infrastructure is a matter of critical importance to the citizens of the City; and WHEREAS, said maintenance includes street mileage, bike lane mileage, and the City's traffic signal system; and WHEREAS,due to the growth in the City's transportation infrastructure and increased usage, maintenance costs have increased, resulting in a need for additional resources in order to keep maintenance efforts at the current level of service; and WHEREAS, the City Manager, working with staff from Transportation Services, has identified and prioritized a number of street maintenance and traffic needs for the remainder of 1996; and WHEREAS, the aforementioned needs and proposed allocation of resources is as follows: Traffic Operations/Planning $302,500 Pavement Management 525,000 Street Sweeping 81,500 Snow Removal 12.40 Total $921,400; and WHEREAS, a combination of one-time and ongoing sources have been identified to fund the said needs as follows: Capital Projects Fund- 1/4 Cent Street Maintenance Prior Year Reserves (One-time) $525,000 Transportation Fund- Prior Year Reserves (One-time) 89,000 General Fund- Existing Appropriations (One-time $65,000, Ongoing $130,000) 195,000 Transportation Fund-Unanticipated Revenue (One-time) 112.400 Total $921,400; and WHEREAS, Article V, Section 7, of the Charter of the City of Fort Collins (the "Charter") authorizes the City to provide by ordinance for the payment of any expense from prior year reserves at any time such reserves are available; and WHEREAS, Article V, Section 14, of the Charter authorizes the City Council to appropriate unanticipated revenues which are the result of new revenue sources at any time during the year in which such revenue is received; and WHEREAS,Article V,Section 14,of the Charter also authorizes the City Council to transfer by ordinance any unexpended appropriated amounts or portion thereof from one fund to another upon the recommendation of the City Manager, provided that the purpose for which they were initially appropriated no longer exists; and WHEREAS, it is desire of Council to appropriate the $614,000 from prior year reserves in the Capital Projects Fund and Transportation Services Fund and $112,400 from unanticipated revenue in the Transportation Services Fund, and authorize the transfer of$195,000 from existing appropriations in the General Fund to provide for street maintenance and traffic operations. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from prior year reserves in the Capital Projects Fund for 1/4 Cent Street Maintenance the sum of FIVE HUNDRED TWENTY- FIVE THOUSAND DOLLARS ($525,000) for overlays, cracksealing, and patching. Section 2. That there is hereby appropriated for expenditure from prior year reserves in the Transportation Fund EIGHTY-NINE THOUSAND DOLLARS ($89,000) for transfer to the Transportation Services Fund, and appropriated therein for street maintenance and traffic operations. Section 3. That the unexpended appropriated amount of ONE HUNDRED NINETY-FIVE THOUSAND DOLLARS ($195,000) be authorized for transfer from the General Fund to the Transportation Services Fund to be used for street maintenance and traffic operations. Section 4. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund, the sum of ONE HUNDRED TWELVE THOUSAND FOUR HUNDRED DOLLARS ($112,400) from the sale of equipment to be used for street maintenance and traffic operations.
