OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN VARIOUS CITY FUNDS
AND AUTHORIZING THE TRANSFER OF EXISTING APPROPRIATIONS
TO REMODEL 214 NORTH HOWES FOR RECREATION PERSONNEL
WHEREAS, the hiring of additional staff in 1995 in the areas of Current Planning and
Development Review, located at 281 North College Avenue, has resulted in the ability to review
more projects and improve the review turn around time; and
WHEREAS, the addition of staff has also created overcrowded working conditions for
employees and inadequate space needs for customer service and support areas; and
WHEREAS, staff, anticipating the need for new space,has negotiated the lease of a building
at 214 North Howes (the"Property"), subject to appropriation of the necessary funds, with an option
to purchase; and
WHEREAS, ongoing funding totaling $80,514 was included in the 1996 Budget for the
purpose of leasing the Property, including janitorial services and utilities; and
WHEREAS,the lease-purchase of the Property meets the criteria as established in the City's
General Government Facilities Strategic Plan for meeting space needs; and
WHEREAS, the cost of remodeling at 214 North Howes is $249,000 and funds have been
identified from the following sources:
General Fund Prior Year Reserves $ 69,000
Communications Fund Prior Year Reserves 62,000
Recreation Fund Prior Year Reserves 60,000
General Fund Existing Appropriations 20,000
Capital Projects Fund Existing Appropriations 38,000
Total $249,000
WHEREAS,upon completion of the remodel,it is anticipated that Recreation staff,currently
located at 281 North College Avenue, would move to 214 North Howes, thereby freeing up space
for Current Planning and Development Review to expand; and
WHEREAS, Article V, Section 7, of the Charter of the City of Fort Collins (the "Charter")
authorizes the City to provide by ordinance for the payment of any expense from prior year reserves
at any time such reserves are available; and
WHEREAS, Article V, Section 14, of the Charter authorizes the City Council to transfer by
ordinance,upon the recommendation of the City Manager, any unexpended appropriated amount or
portion thereof from one fund to another, provided that the purpose for which they were initially
appropriated no longer exists; and
WHEREAS, it is the desire of Council to appropriate the prior year reserves referenced
above, in the total amount of $191,000, and to authorize the transfer of $20,000 from existing
appropriations in the General Fund to proceed with the remodeling of 214 North Howes; and
WHEREAS, no Council action is required with regard to the $38,000 from existing
appropriations in the Capital Projects Fund.
NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from prior year reserves in the
General Fund the sum of SIXTY-NINE THOUSAND DOLLARS ($69,000) for transfer to the
Capital Projects Fund, Major Building Maintenance Capital Project, and appropriated therein to be
used for the remodel of 214 North Howes.
Section 2. That there is hereby appropriated for expenditure from prior year reserves in the
Communications Fund the sum of SIXTY-TWO THOUSAND DOLLARS ($62,000) for transfer
to the Capital Projects Fund, Major Building Maintenance Capital Project, and appropriated therein
to be used for the remodel of 214 North Howes.
Section 3. That there is hereby appropriated for expenditure from prior year reserves in the
Recreation Fund the sum of SIXTY THOUSAND DOLLARS ($60,000) for transfer to the Capital
Projects Fund, Major Building Maintenance Capital Project, and appropriated therein to be used for
the remodel of 214 North Howes.
Section 4. That the unexpended appropriated amount of TWENTY THOUSAND
DOLLARS ($20,000)be authorized for transfer from the General Fund to the Capital Projects Fund,
Major Building Maintenance Capital Project to be used for the remodel of 214 North Howes.
