OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE
IN THE TRANSIT SERVICES FUND AND AUTHORIZING
THE TRANSFER OF APPROPRIATIONS TO BE USED FOR
TRANSIT SERVICES IN NON-URBANIZED AREAS
WHEREAS,the Colorado Department of Transportation("CDOT")provides money in the
form of Section 5311 grants to fund specialized transportation capital acquisitions for use in
providing services; and
WHEREAS,in years past,Larimer County has been the recipient of the aforementioned grant
funds which were used to provide transit services to residents of Larimer County living outside the
City of Fort Collins; and
WHEREAS, the County is no longer able to administer Section 5311 grants; and
WHEREAS,CDOT has made available to the City, Section 5311 grant funds in the amount
of$192,000 which, when combined with local matching funds of$48,000, will provide a total of
$240,000 to be used to purchase a full size bus for service on FoxTrot; and
WHEREAS, the City will receive local matching funds, totaling $32,000, from Larimer
County and the City of Loveland; and
WHEREAS, the City's local match for the project is $16,000, and is appropriated in the
Transit Services Fund 1998 budget; and
WHEREAS,Larimer County and the City of Loveland have each agreed to provide matching
funds of$16,000, for a total of$32,000, as matching funds for the Section 5311 grant; and
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in conjunction with
all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended appropriated amount or portion thereof from one fund or capital project
to another fund or capital project, provided that the purpose for which the transferred funds are to
be expended remains unchanged; and

WHEREAS, it is the desire of the Council to appropriate the sum of$192,000 in Colorado
Department of Transportation Section 5311 grant funds, $32,000 in local matching funds and
authorize the transfer of$16,000 for the purpose of purchasing a full size bus for service on the
FoxTrot route.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue
in the Transit Services Fund,the sum of ONE HUNDRED NINETY-TWO THOUSAND DOLLARS
($192,000) upon receipt from the Colorado Department of Transportation, to be used to purchase
equipment with 5311 grant funds.
Section 2. That there is hereby appropriated for expenditure from unanticipated revenue
in the Transit Services Fund,the sum of THIRTY-TWO THOUSAND DOLLARS ($32,000)upon
receipt from Larimer County and the City of Loveland,representing matching funds,to be used to
purchase equipment.
Section 3. That the unexpended appropriated amount of SIXTEEN THOUSAND
DOLLARS ($16,000) is hereby authorized for transfer from operations dollars in the Transit
Services Fund Transfort budget to be used to purchase equipment.
Introduced and considered favorably on first reading and ordered published this 16th day of
June, A.D. 1998, and to be presented for final passage on the 7th day of July, A.D. 1998.
