OF THE COUNCIL OF THE CITY OF FORT COLLINS
TRANSFERRING FUNDS FROM THE WESTSIDE TRANSMISSION LINE CAPITAL
PROJECT TO THE SUMMITVIEW WATER LINE CAPITAL PROJECT
WHEREAS, in 1983, the Council appropriated into a capital project account funds for the
Westside Transmission Line Project for the construction of eight miles of transmission line in the
west and southwest portions of the city (the "Westside Project"); and
WHEREAS, the Westside Project has been carried out and completed, and funds in the
amount of$400,000 remain unencumbered and unexpended in the project account for that project;
and
WHEREAS, in Resolution 97-32, the Council authorized the construction of the Timberline
Road Extension; and
WHEREAS,the Council has further authorized the installation of Dry Creek Channel from
the Fort Collins Downtown Airport to the Poudre River as a capital improvement in the Dry Creek
Basin; and
WHEREAS, the City's Water Transmission Master Plan calls for the construction of
approximately 1200 linear feet of 24-inch water line at the intersection of Colorado Highway 14 and
the pending Timberline Road extension(the "Summitview Water Line Project"); and
WHEREAS, the construction of the Timberline and Dry Creek Projects provides an
opportunity for construction of the Summitview Water Line Project with a minimum of disruption
to the public and with significant cost savings; and
WHEREAS, Article V, Section 4 of the Charter of the City of Fort Collins (the "Charter")
requires that capital projects be itemized in the budget by individual project; and
WHEREAS,the result of such itemization is that each individual capital project in the budget
is treated as a separate fund; and
WHEREAS, Article V, Section 10(b) of the Charter permits the Council to transfer any
unexpended and unencumbered appropriated amount or portion thereof from one capital project
account to another if the proposed transfer is from a capital project account in which the amount
appropriated exceeds the amount needed to accomplish the purpose specified in the appropriation
ordinance; and
WHEREAS, the purpose for which the Westside Project account funds were appropriated
has been accomplished; and
WHEREAS, the City Manager has recommended that remaining funds in the Westside
Project account in the amount of$325,000, be transferred to the Summitview Water Line capital
project account.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby transferred from the Westside Transmission Line Project account in
the Water Utility fund the sum of THREE HUNDRED AND TWENTY-FIVE THOUSAND
DOLLARS ($325,000) for the Summitview Water Line Project capital project,to construct water
line in the vicinity of the intersection of Colorado Highway 14 and the new Timberline Road
Extension.
