HomeMy WebLinkAbout124 - 08/17/1999 - APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR RESERVES FOR THE LOCAL AND REGIONAL TRANSPORTATIO ORDINANCE NO. 124, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR RESERVES IN THE TRANSPORTATION SERVICES FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS BETWEEN FUNDS FOR THE LOCAL AND REGIONAL TRANSPORTATION DEMAND MANAGEMENT PROGRAMS WHEREAS, the North Front Range Transportation and Air Quality Planning Council ("NFRT&AQPC")is the regional Metropolitan Planning Organization("MPO")and lead air quality planning agency for the North Front Range; and WHEREAS, the MPO is funded with federal transportation program dollars administered by the Colorado Department of Transportation("CDOT"), based on the federal fiscal and program year of October 1 to September 30; and WHEREAS,the City's SmartTrips Local and Regional Transportation Demand Management Programs promote awareness and participation in alternative modes of transportation,including but not limited to car pooling,van pooling,biking, and public transit services, in concert with the goal of shifting ten percent of single occupant vehicle trips to other modes; and WHEREAS, the SmartTrips programs rely heavily on federal funding as well as working closely with other cities around the region and the business community in an effort to leverage resources to fund the program; and WHEREAS,the NFRT&AQPC has identified$320,640,from the following sources,to be appropriated for the SmartTrips programs to design, promote and implement additional programming in 1999: Colorado Department of Transportation $ 258,282 Matching Funds from MPO Member Entities 4,350 Matching Funds - City of Fort Collins 37,203 Total $ 299,835 WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations, in conjunction with all previous appropriations for that fiscal year, do not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V,Section 9,of the Charter also permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years, notwithstanding that such reserves were not previously appropriated; and WHEREAS, Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital project to another fund or capital project,provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, it is the desire of the Council to appropriate the sum of $262,632 from unanticipated revenues in the Transportation Services Fund,and $3,150 from prior year reserves in the Transportation Services Fund,and authorize the transfer of$24,500 from the General Fund and $9,553 from the Transit Services Fund, to be used to provide additional programming for the Smart Trips Local and Regional programs. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund Local Transportation Demand Management program,the sum of EIGHTY-FIVE THOUSAND THREE HUNDRED FORTY-FOUR DOLLARS ($85,344) representing additional grant revenue from the Colorado Department of Transportation to be used for additional programming in 1999. Section 2. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund Regional Transportation Demand Management program,the sum of ONE HUNDRED SEVENTY-SEVEN THOUSAND TWO HUNDRED EIGHTY-EIGHT DOLLARS ($177,288) representing additional grant revenue from the Colorado Department of Transportation ($172,938) and matching funds from Metropolitan Planning Organization member entities ($4,350) to be used for additional programming in 1999. Section 3. That the unexpended appropriated amount of THIRTY-FOUR THOUSAND FIFTY-THREE DOLLARS($34,053)is hereby authorized for transfer from existing appropriations in the 1999 Transit Services Fund budget ($9,553) and the 1999 Natural Resources budget in the General Fund ($24,500) to the Regional Transportation Demand Management program in the Transportation Services Fund and appropriated therein to be used for additional programming in 1999. Section 4. That there is hereby appropriated for expenditure from prior year reserves in the Transportation Services Fund the sum of THREE THOUSAND ONE HUNDRED FIFTY DOLLARS ($3,150) to be used for additional programming in 1999.
