HomeMy WebLinkAbout157 - 11/19/2002 - APPROPRIATING UNANTICIPATED REVENUE FOR REORIENTATION OF THE MUSEUMS ENTRANCE THROUGH THE HERITAGE C ORDINANCE NO. 157, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND -MUSEUM ENTRANCE CAPITAL PROJECT AND THE CULTURAL SERVICES AND FACILITIES FUND MUSEUM BUDGET FOR REORIENTATION OF THE MUSEUM'S ENTRANCE THROUGH THE HERITAGE COURTYARD AND COMPLETION OF COURTYARD IMPROVEMENTS WHEREAS, the Fort Collins Museum, at 200 Mathews Street, is located at Library Park within blocks of the City's historic Old Town, in the old Carnegie Library Building; and WHEREAS, the Museum building, originally constructed in 1904 of native sandstone, is a registered historic landmark, and has served as the site of the City's Museum since 1976; and WHEREAS, in addition to multiple galleries featuring temporary and permanent exhibits, the Museum's Heritage Courtyard is home to four of the City's historic structures: the Janis Cabin, the Auntie Stone Cabin, the Upper Boxelder Schoolhouse, and the Franz-Smith Cabin; and WHEREAS,in 1999,Museum staff developed a three-phase Museum Revitalization Project consisting of the following: Phase I: expansion of the Heritage Courtyard and acquisition of the Franz-Smith Cabin;and Phase II:beautification of the Courtyard including landscape and hardscape; Phase III: reorientation of the Museum entrance and completion of permanent elements in the Courtyard; and WHEREAS, to date, Phases I and II have been completed and were funded through contributions from the Don and May Wilkins Charitable Trust, contributions from the Downtown Development Authority,the City's General Fund,individual donations received by the Museum,and in-kind contributions from local businesses; and WHEREAS, Phase III improvements, including reorientation of the Museum's entrance to the south side of the building allowing access to visitors through the Heritage Courtyard,is estimated to cost$86,000,while the estimated cost to complete permanent elements in the Heritage Courtyard is $16,000; and WHEREAS, Museum staff has identified the following funding sources for the Phase III improvements: For reorientation of the Museum entrance: Don and May Wilkins Charitable Trust $ 25,000 City of Fort Collins General Fund $ 25,000 Downtown Development Authority $ 25,000 Gates Family Foundation $ 11,000 Total $ 86,000 For Heritage Courtyard improvements Gates Family Foundation $ 16,000 WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of funds from the Don and May Wilkins Charitable Trust,the Gates Family Foundation,the Downtown Development Authority,and the City's General Fund as described herein will not cause the total amount appropriated in the Capital Projects Fund-Museum Entrance Reorientation capital project and the Cultural Services & Facilities Fund Museum budget to exceed the current estimate of actual and anticipated revenues to be received during any fiscal year; and WHEREAS, it is the desire of the City Council to appropriate the sum of$86,000, in the Capital Projects Fund-Museum Entrance Reorientation capital project,from contributions from the Don and May Wilkins Trust ($25,000), the Gates Family Foundation ($11,000), the Downtown Development Authority ($25,000), and a transfer from the City's General Fund ($25,000); and to appropriate the sum of $16,000, contributed by the Gates Family Foundation, in the Cultural Services &Facilities Fund for improvements to the Heritage Courtyard. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the sum of EIGHTY-SIX THOUSAND DOLLARS ($86,000) is hereby appropriated for expenditure from unanticipated revenue in the Capital Projects Fund - Museum Entrance Reorientation capital project from the following sources: Don and May Wilkins Charitable Trust $ 25,000 City of Fort Collins General Fund $ 25,000 Downtown Development Authority $ 25,000 Gates Family Foundation $ 11,000 Total $ 86,000 to be used to relocate the main entrance to the Museum from the west side of the building to the south side of the building. Section 2. That the sum of SIXTEEN THOUSAND DOLLARS ($16,000) is hereby appropriated for expenditure from unanticipated revenue, in the form of a contribution from the Gates Family Foundation, in the Cultural Services & Facilities Fund Museum Budget, for improvements to Museum's Heritage Courtyard including signage,benches,lighting,and security. Introduced and considered favorably on first reading and ordered published this 5th day of November, A.D. 2002, and to be presented for final passage on the 19th day of November, A.D. 2002.
