HomeMy WebLinkAbout125 - 09/17/2002 - APPROPRIATING UNANTICIPATED REVENUE FOR THE OPERATION OF THE NORTH FRONT RANGE TRANSPORTATION AND AI ORDINANCE NO. 125, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE NORTH FRONT RANGE TRANSPORTATION &AIR QUALITY PLANNING COUNCIL FUND FOR THE OPERATION OF THE NORTH FRONT RANGE TRANSPORTATION & AIR QUALITY PLANNING COUNCIL'S 2002-2003 METROPOLITAN PLANNING ORGANIZATION ADMINISTRATION PROGRAM YEAR WHEREAS, the North Front Range Transportation & Air Quality Planning Council (the "NFRT&AQPC") is the Metropolitan Planning Organization (MPO) and lead air quality planning agency for the North Front Range region; and WHEREAS, voting members of the MPO include Fort Collins, Greeley, Loveland, Evans, Timnath, Windsor, Berthoud, LaSalle, Johnstown, Garden City, Larimer County, Weld County, the State of Colorado Transportation Commission, and the State of Colorado Air Quality Control Commission; and WHEREAS, the funds for the administration of the MPO program are federal transportation program funds appropriated by the federal government and administered by the Colorado Department of Transportation (CDOT), based on the federal fiscal year of October 1 through September 30; and WHEREAS, under the terms of an Intergovernmental Agreement, dated May 17, 2001, between the City and the MPO, entitled Intergovernmental Agreement for the Provision of Support Services, the City provides the support services to the MPO, including accounting and financial services, purchasing services, risk management services, budgeting services, human resource services, and legal services, and accordingly, manages federal grant revenue and matching funds received on behalf of the MPO; and WHEREAS, on behalf of the MPO, the City will receive in MPO program year 2002- 2003, federal grant revenue from various federal transportation programs totaling $1,360,598 which, along with required matching funds from MPO member entities totaling $176,402, and operating fees and miscellaneous revenues associated with the VanGo program, totaling $303,000, to be used to provide coordinated, comprehensive and cooperative transportation and air quality planning services in the North Front Range region; and WHEREAS, Article V, Section 9, of the Charter permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in ' combination with all previous appropriations for that fiscal year, does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of federal grant revenue administered through CDOT, unanticipated local matching shares from MPO member entities, and VanGo operating fees and miscellaneous revenues will not cause total appropriations to exceed the current estimate of actual and anticipated revenues to be received during any fiscal year; and WHEREAS, it is the desire of the Council to appropriate federal grant revenue totaling $1,360,598 along with required matching funds from MPO member entities totaling $176,402, and operating fees and miscellaneous revenues associated with the VanGo program, totaling $303,000, to be used to provide coordinated, comprehensive and cooperative transportation and air quality planning services in the North Front Range region NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the North Front Range Transportation & Air Quality Planning Council Fund, the sum of ONE MILLION EIGHT HUNDRED FORTY-THOUSAND DOLLARS ($1,840,000) from the following sources: Federal Fiscal Year Funds from the Colorado Department of Transportation $ 1,360,598 Local Matching Funds from Metropolitan Planning Organization Member Entities 176,402 VanGo Operating Fees and Miscellaneous Revenue 303,000 Total $ 1,840,000 to be used for the 2002-2003 MPO program year.
