HomeMy WebLinkAbout095 - 08/20/2002 - APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE BUILDING COMMUNITY CHOICES NATURAL AREAS CAPITAL PR ORDINANCE NO. 095, 2002 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE BUILDING COMMUNITY CHOICES -NATURAL AREAS CAPITAL PROJECT FOR THE PURPOSE OF REROOFING, AND INSTALLING GUTTERS ON, THE EAST FARM HOUSE LOCATED AT THE NIX FARM NATURAL AREA WHEREAS,in 1996,the City of Fort Collins purchased a 27.5 acre parcel of land containing two residences,a ramp barn,and an equipment/animal shed from Tom and Patsy Nix(the"Nix Farm Natural Area"),using proceeds from the City's dedicated 0.25 cent sales and use tax to finance the acquisition and development of open space, trails and natural areas, as approved by the voters at a municipal election on November 3, 1992; and WHEREAS,the Nix Farm,originally owned by F.R.Baker,a prominent figure in the history of Fort Collins,with its buildings,structures and sites,has historical significance to the City of Fort Collins,for their association with and representation of the agricultural development of Fort Collins; and WHEREAS,on June 5,2001,City Council adopted Ordinance No.94,2001,designating the buildings, structures, and farm site known as the Nix Farm Natural Area, located at 1745 Hoffman Mill Road in Fort Collins, as an historic landmark pursuant to Chapter 14 of the Code of the City of Fort Collins; and WHEREAS,the City of Fort Collins has been awarded a grant in the amount of$7,083 from the Colorado State Historical Society's State Historical Fund for the purpose of reroofing, and installing gutters on, the East Farm House at the Nix Farm Natural Area (the "Project"); and WHEREAS, matching funds, in the amount of$2,361, are required to be provided by the City of Fort Collins, bringing the total Project cost to $9,444; and WHEREAS,the matching funds have been identified,and are available and appropriated in the Building Community Choices -Natural Areas capital project; and WHEREAS, upon completion of the roof and gutter work, and other work on the building, the City's Natural Resources Department-Natural Areas Program will occupy and use the building; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of funds from the Colorado State Historical Society's State Historical Fund as described herein will not cause the total amount appropriated in the Building Community Choices - Natural Areas capital project to exceed the current estimate of actual and anticipated revenues to be received during any fiscal year; and WHEREAS, it is the desire of the Council to appropriate the sum of$7,083, in the form of a grant from the Colorado Historical Society's State Historical Fund, in the Building Community Choices -Natural Areas capital project, to be used with existing appropriations ($2,361) to reroof, and install gutters on, the East Farm House at the Nix Farm Natural Area. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Building Community Choices - Natural Areas capital project the sum of SEVEN THOUSAND EIGHTY-THREE DOLLARS ($7,083) to be used with existing appropriations, totaling TWO THOUSAND THREE HUNDRED SIXTY-ONE DOLLARS($2,361),for the purpose of reroofing, and installing gutters on, the East Farm House at the Nix Farm Natural Area.
