HomeMy WebLinkAbout094 - 09/05/2000 - APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND TO BE USED FOR ENVIRONMENTAL EDUCAT ORDINANCE NO. 94, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL PROJECTS FUND 1/4 CENT BUILDING COMMUNITY CHOICES NATURAL AREAS CAPITAL PROJECT TO BE USED FOR ENVIRONMENTAL EDUCATION PROJECTS WHEREAS, in 1996, the City of Fort Collins, together with the City of Greeley, City of Loveland, Estes Valley Park and Recreation District, Larimer County, Town of Windsor, Weld County, the Nature Conservancy, Poudre River Trail Corridor, Inc., the Colorado Division of Wildlife (DOW), and the Colorado Division of Parks and Outdoor Recreation (DPOR) (the "Partners"),to create the Cache La Poudre-Big Thompson Legacy Program,a voluntary program to develop a legacy for present and future generations that preserves and enhances natural,recreational, agricultural, educational, and other publicly beneficial opportunities associated with the Cache La Poudre and Big Thompson Rivers and their watersheds; and WHEREAS, also in 1996,the Partners submitted a detailed project application to the Board of the Great Outdoors Colorado Trust Fund(the"Board")for the completion of the project entitled the Poudre-Big Thompson Rivers Legacy Project, which was approved by the Board in the amount of$3,400,000, on October 23, 1996 (the "Legacy Grant Project"); and WHEREAS, in September 1998, the Council adopted Resolution 98-128, authorizing the City Manager to enter into the Poudre-Big Thompson Rivers Legacy Project Grant Agreement (the "Grant Agreement") and a Memorandum of Understanding (the "MOU") with the Board together with the Partners (other than the DOW and the DPOR) regarding Phase I of the Legacy Grant Project; and WHEREAS, in late 1998, the Grant Agreement and Phase I MOU were executed and the Legacy Grant Project initiated; and WHEREAS, an element of the Grant Agreement and Phase I MOU involves covering education/interpretation features in the Fort Collins area,including developing an identifying symbol available for partner-sponsored projects along the rivers and interpretive signage at the Cottonwood Hollow Natural Area,Riverbend Ponds Natural Area, Prospect Ponds Natural Area, North Shields Pond Natural Area, Arapaho Bend Natural Area, Gateway Park, and Colorado State University's Environmental Learning Center; and WHEREAS, the aforementioned education/interpretation features have been completed at a cost of $124,493 and constructed using available appropriations in the Capital Projects Fund Building Community Choices Natural Areas capital project($117,058) and the Parks Maintenance budget in the City's General Fund ($7,435); and WHEREAS, through the Grant Agreement, the City will receive $50,000 from Great Outdoors Colorado ("GOCO") through the Poudre-Big Thompson Rivers Legacy Grant as reimbursement to the City for its share of the costs associated with providing the education/interpretation features; and WHEREAS,the remaining$74,493 (the"Partner Match"),represents the City's share from Building Community Choices funds ($67,058) and a contribution from Larimer County ($7,435); and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. WHEREAS, it is the desire of the City Council to appropriate $50,000 from unanticipated revenue in the Capital Projects Fund Building Community Choices Natural Areas capital project, representing grant proceeds from the Great Outdoors Colorado Poudre-Big Thompson Rivers Legacy Grant, to be used as reimbursement for expenditures incurred in providing education/interpretation features. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Capital Projects Fund Building Community Choices Natural Areas capital project,the sum of FIFTY THOUSAND DOLLARS ($50,000), upon receipt from Great Outdoors Colorado to be used as reimbursement for expenses incurred in providing education/interpretation features.
