OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE TRANSFER OF APPROPRIATED AMOUNTS
BETWEEN FUNDS FOR THE FLOOD RECOVERY PROJECT
WHEREAS, on July 28 and 29, 1997, certain areas of the City were severely damaged and
five lives were lost due to the flooding of Spring Creek; and
WHEREAS, on August 5, 1997, the City Council adopted Emergency Ordinance No. 132
which appropriated $2,500,000 in the General Fund for repair and maintenance of public facilities
and flood incident services; and
WHEREAS, it is anticipated that funds will be received by the City from federal and state
grants to help cover flood expenses; and
WHEREAS, accounting for large grants is better accomplished in a separate fund where
grant revenues and expenditures, and related City matching funds, can be separately identified and
segregated from other government operating expenses; and
WHEREAS, Article V, Section 25 of the Charter of the City of Fort Collins authorizes the
Financial Officer to create new funds; and
WHEREAS, the Financial Officer has created the Flood Recovery Fund to more
appropriately account for expenditures and revenue related to the flood; and
WHEREAS, Article V, Section 10 of the Charter of the City of Fort Collins authorizes the
City Council to transfer by ordinance any unexpended and unencumbered amount or portion
thereof from one fund or capital project to another fund or capital project, provided the purpose
for which the transferred funds are to be expended remains unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby authorized for transfer from General Fund existing appropriations
to the Flood Recovery Fund, along with all related expenditures previously accrued, and there is
hereby appropriated therein the sum of TWO MILLION FIVE HUNDRED THOUSAND
DOLLARS ($2,500,000) for the Flood Recovery Project.
