HomeMy WebLinkAbout105 - 10/19/1993 - AMENDING CITY CODE PERTAINING TO WASTEWATER DISCHARGE LIMITATIONS ORDINANCE NO. 105, 1993 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 26-343 OF THE CODE OF THE CITY OF FORT COLLINS PERTAINING TO WASTEWATER DISCHARGE LIMITATIONS BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Section 26- 343 is hereby repealed and reenacted to read as follows: Sec. 26-343. Discharge limitations. (a) Numeric limitations. The following are the pollutant limitations for discharges of wastewater: Maximum Parameter Concentration (mv/7) Sample Type aluminum, total 19.4 composite arsenic, total 0.09 composite boron, total 7.2 composite cadmium, total 0.05 composite chromium, hexavalent 0.34 grab chromium, total 2.4 composite copper, total 1.0 composite cyanide, amenable 0.16 grab cyanide, total 1.01 grab iron, total 194 composite lead, total 0.25 composite manganese, total 3.3 composite mercury, total 0.0003 composite molybdenum, total 0.30 composite oil and grease 187 grab pH, minimum 5.0 grab pH, maximum 9.0 grab nickel , total 0.60 composite selenium, total 0.05 composite silver, total 0. 10 composite temperature (degrees C.) 65.0 grab zinc, total 2.0 composite (b) Fluoride. Discharges of fluoride by significant industrial users shall be limited by an Industrial Discharge Permit. Permit limitations will be based on a maximum allowable total discharge of two hundred eighteen (218) pounds of fluoride per day. (c) Silver from photograph and x-ray development. The concentration of silver in discharges resulting from the development of photographs or x-rays is limited to a maximum of one hundred (100) mg/l . The limit applies at the end of the development process, downstream of any pretreatment by the discharger, and prior to dilution with other wastewater. Unacidified grab samples shall be analyzed for compliance monitoring. (d) Volatile organic compounds. Organic compounds that may cause or result in toxic fumes or vapors in the wastewater collection system are limited to a maximum concentration in discharges of wastewater calculated by the formula: Maximum Concentration in mg/1 = (TLV/TWA)/HLC Where: TLV/TWA = The compound's Threshold Level Value/Time- Weighted Average in mg/m3 as listed in the American Conference of Governmental Industrial Hygienists' Guide to Occupational Exposure Values-1992, or latest edition.
