HomeMy WebLinkAbout115 - 08/03/1999 - APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR RESERVES IN THE TRANSIT SERVICES FUND TO BE USED ORDINANCE NO. 1 15, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE AND PRIOR YEAR RESERVES IN THE TRANSIT SERVICES FUND TO BE USED FOR THE PROVISION OF TRANSIT SERVICES WHEREAS, federal funding allocations for transit programs are not usually finalized until after the City of Fort Collins' budget is adopted and funds are appropriated; and WHEREAS, subsequent to the adoption of the City's 1998-1999 biennial budget and the appropriation of 1999 funds, the Federal Transit Administration has awarded Fort Collins with additional grant revenue totaling $498,172 to be used to provide service along the corridor from downtown,along Colorado Highway 14,to Interstate 25,to replace existing transit vehicles,and to acquire new radios and bus shelters, and for various planning projects; and WHEREAS,the City's share of local matching funds,totaling$262,955,has been identified and are available in the form of prior year reserves in the Transit Services Fund; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V,Section 9,of the Charter also permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years, notwithstanding that such reserves were not previously appropriated; and WHEREAS, it is the desire of the Council to appropriate the total amount of$761,127, consisting of Federal Transit Administration funds($498,172)and prior year reserves in the Transit Services Fund($262,955), for the purpose of providing various transit services in 1999. NOW, THEREFORE, BE IT ORDAINED BY ,rHE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure in the Transit Services Fund, the sum of THREE HUNDRED SIXTY-NINE THOUSAND NINETY-EIGHT DOLLARS ($369,098) from the following sources: Federal Transit Administration - Job Access Grant $ 184,549 Transit Services Fund - Prior Year Reserves 184,549 Total $ 369,098 to be used to operate a route from downtown Fort Collins along the Colorado Highway 14 corridor to Interstate 25. Section 2. That there is hereby appropriated for expenditure in the Transit Services Fund, the sum ofNINETY-THREE THOUSAND SEVEN HUNDRED FIFTY DOLLARS($93,750)from the following sources: Federal Transit Administration - Section 5309 Grant $ 75,000 Transit Services Fund - Prior Year Reserves 18,750 Total $ 93,750 to be used to replace transit vehicles. Section 3. That there is hereby appropriated for expenditure in the Transit Services Fund, the sum ofTWO HUNDRED NINETY-EIGHT THOUSAND TWO HUNDRED SEVENTY-NINE DOLLARS ($298,279) from the following sources: Federal Transit Administration - Planning/Capital Grant $ 238,623 Transit Services Fund - Prior Year Reserves 59,656 Total $ 298,279 to be used for various planning and capital purchases.
