HomeMy WebLinkAbout147 - 09/15/1998 - APPROPRIATING PRIOR YEAR RESERVES IN THE NEIGHBORHOOD PARKLAND FUND TO BE USED FOR NEW PARK SITE DEV ORDINANCE NO. 147, 1998 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING PRIOR YEAR RESERVES IN THE NEIGHBORHOOD PARKLAND FUND TO BE USED FOR NEW PARK SITE DEVELOPMENT WHEREAS, the Neighborhood Parkland Fund was created to account for the acquisition, development and administration of neighborhood parks; and WHEREAS,one of the goals of the City,as outlined in the Parks and Recreation Policy Plan, is to maintain a ratio of 2.5 acres of neighborhood parkland for every 1,000 of population; and WHEREAS, the Policy Plan also sets a goal of providing a neighborhood park in every square mile section of the city that is predominantly residential, to be sized in accordance with the population and fees generated by development in the area; and WHEREAS,neighborhood parks are developed to provide a variety of experiences to users including active sports facilities,as well as areas for walking,picnicking,gardens,and other passive uses; and WHEREAS, the acquisition and development of neighborhood parks is funded by the Neighborhood Parkland Fee which is collected for each new residential dwelling unit constructed within the Urban Growth Area; and WHEREAS,Neighborhood Parkland Fees collected in 1997 exceeded estimated projections by over $400,000; and WHEREAS,this fee revenue is needed to complete the construction of English Ranch Park, Westfield Park, Ridgeview Park,Miramont Park and scheduled neighborhood parks, and proposed parks; and WHEREAS, Staff recommends appropriating the excess revenues received in 1997, which are part of the Neighborhood Parkland Fund prior reserves, and using them with existing appropriations in 1998 to complete the construction of the English Ranch Park, Westfield Park, Ridgeview Park, Miramont Park and for additional proposed neighborhood parks; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years, notwithstanding that such reserves were not previously appropriated; and WHEREAS,it is the desire of the Council to appropriate funds,totaling$400,000,from prior year reserves in the Neighborhood Parkland Fund to be used for construction of English Ranch Park, Westfield Park,Ridgeview Park,Miramont Park and other future neighborhood parks,such as Case Park and Cottonwood Park, which are scheduled to be constructed in 1999. NOW, THEREFORE, BE IT ORDAINED BY 'THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure in the Neighborhood Parkland Fund, New Park Site Development project, from prior year reserves in the Neighborhood Parkland Fund, the sum of FOUR HUNDRED THOUSAND DOLLARS($400,000)to be used to construct English Ranch Park,Westfield Park,Ridgeview Park,Miramont Park and other future neighborhood parks, such as Case Park and Cottonwood Park.
