OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF FORT COLLINS AND
THE STATE OF COLORADO (DEPARTMENT OF TRANSPORTATION)
RELATING TO DESIGN, CONSTRUCTION AND MAINTENANCE OF
THE HARMONY ROAD/I-25 INTERCHANGE AND TRANSPORTATION
TRANSFER CENTER PROJECT
WHEREAS, the City and the Colorado Department of Transportation ("CDOT") have
collaborated in the design of the Harmony Road/I-25 Interchange Project in such a manner as to
include a Multi-Modal Transportation Transfer Center; and
WHEREAS,the City's goal in connection with the aforesaid project is to improve safety and
operation of the interchange and provide multi-modal services and also to serve as an enhanced
gateway feature into the City; and
WHEREAS, in furtherance of the City's purposes, the quality of facilities and the quantity
of landscaping features has been increased significantly beyond the standards of CDOT; and
WHEREAS,an Intergovernmental Agreement has been negotiated between the staffs of the
City and CDOT to provide for the additional construction and landscaping enhancements to be
included in the construction documents upon which CDOT will base its construction agreement;and
WHEREAS, the Intergovernmental Agreement further provides for the City to maintain
certain of the enhanced improvements to be constructed: and
WHEREAS,the Council has determined that the proposed Intergovernmental Agreement is
in the best interest of the citizens of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor be,and hereby is,authorized to execute an Intergovernmental Agreement
between the City and the State of Colorado Department of Transportation relating to the design,
construction and maintenance of the Harmony Road/1-25 Interchange and Transportation Transfer
Center,which agreement calls for enhanced landscaping,architectural and other facility features so
as to improve the safety and operation of the interchange of Harmony Road and Interstate I-25 and
to provide Multi-Modal services and also to serve as an enhanced gateway feature into the City;
which agreement shall require the City to provide certain maintenance of the Transportation Transfer
Center and landscaped areas of the Interchange upon completion of the project at an estimated
annual cost of approximately $100,000 and shall further require the City to financially support the
construction of the project as follows:
Project Design: $ 30,000
Enhanced landscaping: $200,000
Bridge architectural features $200,000
Total $430,000
Introduced, considered favorably on first reading, and ordered published this 4th day of
August, A.D. 1998, and to be presented for final passage on the 18th day-of August, A.D,4958.%
