OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES
WHEREAS, Article V, Section 9 of the Charter of the City of Fort Collins, hereinafter
"the Charter", requires that all appropriations which are unexpended or unencumbered at the end
of the budget year, except appropriations for capital projects and federal or state grants, lapse to
the applicable general or special fund; and
WHEREAS, Article V, Section 7 of the Charter authorizes the City Council to provide by
ordinance for payment of any expense from reserves accumulated in prior years notwithstanding
that such reserves were not appropriated for expenditure in the annual appropriation ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from prior year reserves
in the General Fund the sum of SIX HUNDRED SIXTY FIVE THOUSAND SIX HUNDRED
SIXTY FIVE DOLLARS ($665,665) for the following purposes:
Street Oversizing Fee Waivers $ 5,664
Lease Purchase of Police Equipment 193,763
East Side/West Side Neighborhoods Survey 40,000
Matching Funds for a Certified Local Government Grant 5,000
Landmark Rehabilitation Grant Program 29,230
Larimer Home Improvement Program 22,500
Latimer County Outreach Services 3,792
Commission on the Status of Women 5,694
Multicultural Commission 541
Parks Maintenance Organizational Study 22,000
Parks Maintenance Landings Tennis Courts 8,000
Natural Resources Environmental Assessment 24,855
Natural Resources Radon Program 9,072
City Manager, Home Run Program 24,700

Section 2. That there is hereby appropriated for expenditure from prior year reserves
in the Cemetery Fund the sum of THREE THOUSAND FOUR HUNDRED DOLLARS ($3,400)
to be used for a mapping program.
Section 3. That there is hereby appropriated for expenditure from prior year reserves
in the Communications Fund the sum of FORTY-FIVE THOUSAND DOLLARS ($45,000) to
be used to acquire consulting services to develop a strategic telecommunications plan.
Section 4. That there is hereby appropriated for expenditure from prior year reserves
in the Cultural Services & Facilities Fund the sum of SIXTY-THREE THOUSAND FIVE
HUNDRED THIRTY DOLLARS ($63,530) to be used for the purposes specified in the City's
Art-in-Public Places program.
Section 5. That there is hereby appropriated for expenditure from prior year reserves
in the Light & Power Fund the sum of NINE HUNDRED NINETEEN THOUSAND FIVE
HUNDRED NINETY-SIX DOLLARS ($919,596) for the following purposes:
Customer Service System $159,107
General Plant Additions 552,921
Vehicles and Power Operated Equipment 175,000
Art-in-Public Places 32.568
Total Light & Power Fund $919,596
Section 6. That there is hereby appropriated for expenditure from prior year reserves
in the Water Fund the sum of SEVENTY-FOUR THOUSAND FIVE HUNDRED SIXTY-
SEVEN DOLLARS ($74,567) for the following purposes:
Customer Service System $34,266
Art-in-Public Places 40,301
Total Water Fund $74,567
Section 7. That there is hereby appropriated for expenditure from prior year reserves
in the Wastewater Fund the sum of FORTY-SEVEN THOUSAND SIX HUNDRED NINETY
DOLLARS ($47,690) for the following purposes:
Customer Service System $34,265
Art-in-Public Places 13,425
Total Wastewater Fund $47,690
Section 8. That there is hereby appropriated for expenditure from prior year reserves
in the Storm Drainage Fund the sum of SEVENTY-TWO THOUSAND ONE HUNDRED
SIXTY-NINE DOLLARS ($72,169) for the following purposes:
Customer Service System $37,394
Convert Stormwater Maps 25,000
Art-in-Public Places 9,775
Total Storm Drainage Fund $72,169
Introduced, considered favorably on first reading, and ordered published this 4th day of
February, A.D. 1997, and to be presented for final passage o the 18th day February, A.D.
