OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE
IN THE TRANSIT SERVICES FUND AND AUTHORIZING
THE TRANSFER OF APPROPRIATIONS TO BE USED FOR
TRANSIT SERVICES FOR THE ELDERLY AND DISABLED
IN NON-URBANIZED AREAS
WHEREAS,the Colorado Department of Transportation("CDOT")provides money in the
form of Section 5310 grants to fund specialized transportation capital acquisitions for use in
providing services to non-urbanized areas of Larimer County; and
WHEREAS,in years past,Larimer County has been the recipient of the aforementioned grant
funds which were used to provide transit services to residents of Larimer County, living outside the
City of Fort Collins; and
WHEREAS, the County is no longer able to administer Section 5310 grants; and
WHEREAS,CDOT has made available to the City, Section 5310 grant funds in the amount
of$38,500,to acquire a new mini-bus for the Dial-A-Ride program to be used to provide paratransit
services in non-urbanized areas of Larimer County; and
WHEREAS, local matching funds needed to acquire the aforementioned mini-bus,totaling
$9,625, have been identified and are available in the 1998 Transit Services Fund budget; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in conjunction with
all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended appropriated amount or portion thereof from one fund or capital project
to another fund or capital project, provided that the purpose for which the transferred funds are to
be expended remains unchanged; and
WHEREAS, it is the desire of the Council to appropriate the sum of$38,500 in Colorado
Department of Transportation Section 5310 grant funds and authorize the transfer of$9,625 in local
matching funds to acquire a mini-bus to be used to provide paratransit services in non-urbanized
areas of Larimer County.
NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue
in the Transit Services Fund, the sum of THIRTY-EIGHT THOUSAND FIVE HUNDRED
DOLLARS($38,500)upon receipt from Colorado Department of Transportation Section 5310 grant
funds, to acquire a mini-bus to be used to provide paratransit services in non-urbanized areas of
Larimer County.
Section 2. That the unexpended appropriated amount of NINE THOUSAND SIX
HUNDRED TWENTY-FIVE DOLLARS($9,625)is hereby authorized for transfer from operations
dollars in the Transit Services Fund 1998 budget to the Section 5310 project to acquire a mini-bus
to be used to provide paratransit in non-urbanized areas of Larimer County.
Introduced and considered favorably on first reading and ordered published this 16th day of
June, A.D. 1998, and to be presented for final passage on the 7th day of July, A.D. 1998.
