HomeMy WebLinkAbout095 - 07/01/1997 - APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND AND AUTHORIZING TRANSFER OF ORDINANCE NO. 95, 1997 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE TRANSPORTATION SERVICES FUND AND AUTHORIZING THE THE TRANSFER OF APPROPRIATIONS FOR THE DESIGN AND CONSTRUCTION OF INTERSECTION IMPROVEMENTS AT THE RIVERSIDE AVENUE AND MULBERRY STREET INTERSECTION WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, the City Council passed Resolution 97-86, on June 17, 1997, authorizing the City to enter into an intergovernmental with the Colorado State Department of Transportation (CDOT)for the receipt of federal Surface Transportation Program (STM) Funds to provide for the design and construction of intersection improvements and traffic signal reconstruction at the intersection of Riverside (State Highway 14) and Mulberry Street(the "Project"); and WHEREAS, the Project's estimated total cost is $142,000; and WHEREAS, the CDOT has made available to the City, STM Funds in the total amount of $140,000 for the design and construction of the Project; and WHEREAS, local matching funds needed for the project, totaling $2,000, have been identified and are appropriated in the Transportation Services Fund 1997 budget; and WHEREAS, Article V, Section 10, of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital project to another fund or capital project, provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, it is the desire of the Council to appropriate the sum of$140,000 in federal STM Funds and authorize the transfer of$2,000 in local matching funds in order to proceed with the Project; and NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in the Transportation Services Fund, the sum of ONE HUNDRED FORTY THOUSAND DOLLARS ($140,000) from the Colorado Department of Transportation to be used for the design and construction of intersection improvements and traffic signal reconstruction of the Riverside Avenue (State Highway 14) and Mulberry Street Intersection Project. Section 2. That the unexpended appropriated amount of TWO THOUSAND DOLLARS ($2,000) is hereby authorized for transfer from operating and maintenance dollars in the Transportation Services Fund to the Riverside and Mulberry Street Intersection Project in the same fund.
