HomeMy WebLinkAbout081 - 06/17/1997 - APPROPRIATING UNANTICIPATED REVENUE IN THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR AN ADDITION TO ORDINANCE NO. 81, 1997 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR AN ADDITION TO THE EDUCATION AND LIFE TRAINING CENTER WHEREAS, the Community Development Grant Block (CDBG) Program provides for Federal funds from the Department of Housing and Urban Development (HUD) to the City of Fort Collins which can be allocated to housing and community development related programs and projects, thereby, reducing the demand on the City's General Fund budget; and WHEREAS, City Council annually approves projects for federal fiscal year projects, upon recommendations from the CDBG Commission, and authorizes appropriations for expenditure on said projects; and WHEREAS,on June 7, 1994, City Council adopted Resolution 94-95 and Ordinance No. 97, 1994, adopting the 1994-95 CDBG Program and appropriating revenue for expenditures relating to the 1995-96 CDBG program; and WHEREAS, as part of the 1994-95 CDBG Program, City Council approved funding in the amount of $121,000 to be used for an addition to the existing building for Education and Life Training Center (the "Project"), formerly called the Volunteer Clearing House; and WHEREAS,the original proposal for the Project,called for the CDBG Program to contribute one-half of the funds needed($121,000),to construct the Project and for private foundation matching funds,totaling$121,000,to be secured by the Education and Life Training Center,for a total Project cost of$242,000; and WHEREAS,the Education and Life Training Center was only able to secure matching funds totaling $45,000, and has since reduced the Project's scope, thereby reducing the total cost of the Project to $183,183; and WHEREAS,on June 6, 1996,City Council adopted Resolution 96-69 and Ordinance No. 87, 1996, adopting the 1996-97 CDBG Program and appropriating revenue for expenditures relating to the 1996-97 CDBG Program; and WHEREAS, City Council approved funding in the amount of $19,183, for the aforementioned 1996-97 Program, to be used with the $121,000 approved as part of the 1994-95 Program for the purpose of constructing the Project,bringing the total funds available for the Project to $140,183; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of unanticipated revenue in the amount of$45,000 in matching funds received in connection with the Education and Life Training Center project will not result in total appropriations in excess of the current estimate of actual and anticipated revenues for fiscal year 1997; and WHEREAS, it is the desire of City Council to appropriate the sum of$45,000 in matching funds received from the Education and Life Training Center to be used with existing appropriations in the Community Development Block Grant Fund for the purpose of constructing an addition to the Education and Life Training Center building. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the federal fiscal year 1996-97, Community Development Block Grant Fund, the sum of FORTY-FIVE THOUSAND DOLLARS ($45,000) from the Education and Life Training Center to be used with previously appropriated funds, to construct an addition to the Education and Life Training Center building.
