HomeMy WebLinkAbout068 - 05/20/1997 - AMENDING CITY CODE REGARDING BUILDING PERMIT FEES ORDINANCE NO 68,1997 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 5-27 OF THE CODE OF THE CITY REGARDING BUILDING PERMIT FEES WHEREAS, the City's regulation concerning minimum energy conservation measures constructed into new buildings is based on the MODEL ENERGY CODE, 1995 EDITION, as published by the Council of American Building Officials and as adopted with local amendments, which went into effect in July, 1996; and WHEREAS, such regulation allows the use of the "total building energy systems analysis" method, which method requires a computer program to demonstrate compliance with the standards by utilizing trade-offs among all of the individual energy-related variables in constructing a new home, including variables such as solar orientation and equipment performance efficiency; and WHEREAS, the systems analysis path results in an energy "rating" performed by an independent"rater"who has been certified for such work through specialized training; and WHEREAS, the City desires to encourage the use of such voluntary performance-based energy code evaluation and testing tools including the City's own ENERGY SCORE rating system or the state-sponsored E-Star' home energy rating program in substitution for demonstrating compliance using the basic prescriptive approach; and WHEREAS,the Home Builders Association of Northern Colorado, Energy Rated Homes of Colorado, and the Building Review Board recommend the amendment to the building permit fee table as hereafter provided. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Council hereby finds and determines that it is in the best interest of the citizens of Fort Collins to encourage voluntary performance-based energy code compliance utilizing the total building energy systems analysis approach and the public education efforts for energy-efficient construction typically promoted by the providers of such services. Section 2. That subparagraph(6) of Section 5-27 (Amendments and deletions to Code) of the Code of the City is hereby amended to read as follows: Sec. 5-27. Amendments and deletions to code. (6) Table No. 3-A, Building permit fees, is amended as follows: "The building permit fee prescribed herein shall be calculated according to the following schedule except that no such fee shall be less than fifteen dollars ($15): TABLE 3A--BUILDING PERMIT FEES TOTAL VALUATION FEE' 2 $1 to $500 $15. $501 to $2,000 $10 for the first $500 plus $1.50 for each additional $100 or fraction thereof to and including $2,000. $2,001 to $25,000 $32.50 for the first $2,000 plus $6 for each additional $1,000 or fraction thereof to and including $25,000. $25,001 to $50,000 $170.50 for the first $25,000 plus $4.50 for each additional $1,000 or fraction thereof to and including $50,000. $50,001 to $100,000 $283 for the first $50,000 plus $3 for each additional $1,000 or fraction thereof to and including $100,000. $100,001 and up $433 for the first$100,000 plus $2.50 for each additional $1,000 or fraction thereof. OTHER INSPECTIONS AND FEES Inspections outside of normal business hours $30 per hour; minimum charge of one hour Reinspection fee assessed under the $30 each provisions of Section 305( ) Inspections for which no fee is specifically $30 per hour; minimum charge of one hour indicated Additional plan review required by changes, $30 per hour; minimum charge of one hour additions or revisions to approved Tans 1. The permit fees stated in the above table shall be increased thirty-five percent(35%)for those projects which also include the plumbing, electrical and mechanical permits issued under a single combined permit. Such increases shall be considered to be full payment of permit fees described in other regulations adopted by this jurisdiction for issuance of individual plumbing, electrical and mechanical permits. 2. The permit fees stated in the above table for the construction of a residential building shall be reduced by $75 when an approved total building energy systems analysis method is utilized to demonstrate that such building is in compliance with the energy code adopted by the city."
