HomeMy WebLinkAbout057 - 03/18/1997 - AMENDING THE CITY CODE TO PROVIDE FOR CERTAIN ENERGY EFFICIENCY ACTIVITIES BY THE CITY (NO ACTION TA ORDINANCE NO. 57, 1997 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING CHAPTER 2 OF THE CITY CODE TO PROVIDE FOR CERTAIN ENERGY EFFICIENCY ACTIVITIES BY THE CITY WHEREAS, the conservation of natural resources is a matter of pressing concern to the citizens of the City; and WHEREAS, an important aspect of such conservation is the implementation of energy efficiency strategies that will conserve limited energy resources and will result in future financial benefits for the citizens of the City in areas such as energy costs, competitiveness and job creation; and WHEREAS, the City Council believes that the City should be in the forefront of developing a comprehensive energy conservation policy and should support the development of renewable energy sources within its own operations and within the community; and WHEREAS, in furtherance of these goals, the Council has previously adopted Resolution 92-132 which established certain policies to guide the City's efforts in developing energy conservation related work plans among City staff and among City boards and commissions; and WHEREAS,in order to strengthen the implementation and enforcement of such policies,the City Council wishes to adopt the same by ordinance and to establish certain reporting requirements for the City Manager so as to enhance the City's ability to monitor its own progress, and that of the community, in furthering such policies. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that Chapter 2 of the Code of the City is hereby amended by the addition of an Article VIII which shall read in its entirety as follows: ARTICLE VIII See. 2-690 Legislative intent. Tho-declared purposes'of this.Article are to provide for establishment of certain-energy efficiertcy activities on the part of the city in order to promote,;within the City prganiatioii and on a community-wide bass>energy conservation policies and practices,so as to conserve natural resources,reduce energy costs, and'promote competitiveness and job,creation within the community. See. 2-691 Internal operations. Asa supplier of electrical energy,the city shall seek to,encourage among its customers the wise; •efficient and conservative use of electricity. ; Accordingly, electric utility rates should be designed not only to be non-discriminatory and to cover the.casts of service,but also to provide,to the extent authorized-by law,pricing structures that:encourage use patterns which will conserveenergy,and result in the most efficientsand economical use of the city's electric supply system. Such work plans should identify specific measurable energy conservation-- objectives. whenever possible and should:attempt to identify the appropriate level and method of city involvement in attaining each such specific objective.. Sec: 2-694 Role of city boards and commissions. That all affected city boards and commissions(including but not limited to the Transportation Board, Air.Quality Task Force, Planning and Zos i37g=Board, Natural Resources Board, Electric Board and Building Review Board)-shall advise the Council gf:any impacts that the foregoing energy policies may have on the work plans submitted by each board or commission to Councils and shall advise the Council as to how such workplans shall address said energy policies. Sec. 2-695 Report,from the City Manager. That the City-Manager shall-annually evaluate thes'progress,of city staff and city-boards and.dommissions in implementing the policies established under the previsions `ufathis Chapter and shall submit to the City; Council a report and recommendation regarding the saute no`later than December 31 of each calendar year.
