OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE TRANSFER OF APPROPRIATIONS FROM THE
STREET OVERSIZING FUND TO THE CAPITAL PROJECTS FUND
FOR THE HARMONY ROAD REALIGNMENT PROJECT
WHEREAS,portions of the Harmony Road realignment have been constructed, beginning
with acquisition of right-of-way from the developer of the Overlook P.U.D. in 1990 and continuing
with portions of the realignment being constructed through the Street Oversizing program between
1991 and 1997; and
WHEREAS, Staff has been working on the design plans for completing the realignment of
Harmony Road(the "Project") as a means of improving safety of the roadway and increasing traffic
capacity; and
WHEREAS, the proposed realignment will result in Harmony Road intersecting with Taft
Hill Road at County Road 38E, and the elimination of the current intersection of Harmony at Taft
Hill Road; and
WHEREAS,plans for the Project include the construction of 1,400 linear feet of new arterial
roadway, including curb, gutter, sidewalks and bike lanes, and 600 feet of landscaped median, and
intersection improvements at Taft Hill Road, County Road 38E, and the realigned Harmony Road;
and
WHEREAS,the estimated cost of the Project is $1,125,800, and funds are available for the
Project in the form of existing appropriations in the Ciq's Street Oversizing Fund; and
WHEREAS,upon completion of the bid process, the Project would begin in the Spring with
utility relocations and earthmoving and could be completed by the end of August, 1998; and
WHEREAS,Article V, Section 10, of the Charter of the City of Fort Collins authorizes the
City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof
from one fund or capital project to another fund or capital project, provided that the purpose for
which the transferred funds are to be expended remains unchanged; and
WHEREAS, it is the desire of the City Council to authorize the transfer of$1,125,800 from
the Street Oversizing Fund to the Capital Projects Fund to be used to construct improvements
associated with the realignment of Harmony Road.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the unexpended appropriated amount of ONE MILLION ONE HUNDRED
TWENTY-FIVE THOUSAND EIGHT HUNDRED DOLLARS ($1,125,800) is hereby authorized
for transfer from the Street Oversizing Fund to the Capital Projects Fund, Harmony Road
Realignment capital project, and appropriated therein to be used to construct improvements
associated with the realignment of Harmony Road.

January, A.D. 1998, and to be presented for final passage on the 3rd day of February, A.D. 1998.
