OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING STORM DRAINAGE FUND
PRIOR YEAR RESERVES INTO THE WEST VINE BASIN PROJECT
WHEREAS, storm drainage fees are collected in the West Vine Basin to fund the
construction of drainage basin master plan improvements as well as minor capital improvements;
and
WHEREAS,the West Vine Drainage Basin Master Plan includes the installation of a channel
from Vine Drive to the Poudre River as a capital improvement in the West Vine Basin; and
WHEREAS, the City wishes to acquire the right-of-way for the channel on the north side of
Vine Drive in order to accommodate the expected higher runoff flows and allow for construction of
the project; and
WHEREAS,the additional right-of-way will also allow a more flexible,naturalistic, and cost
effective design of the facilities; and
WHEREAS, funds to cover these expenditures are available in the Storm Drainage Fund
prior year reserves; and
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City
Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as
may be available from reserves accumulated in prior years, notwithstanding that such reserves were
not previously appropriated.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from prior year reserves in the Storm
Drainage fund the sum of ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000) for the
West Vine Basin Improvements capital project.
Introduced, considered favorably on first reading, and ordered published this 17th day of
