APPROPRIATING PRIOR YEAR RESERVES
IN THE GENERAL FUND FOR EXPENDITURE IN THE
GENERAL FUND REFUND PROGRAM ACCOUNT
WHEREAS, Chapter 26 of the Code of the City of Fort Collins requires that
the City create a refund program to provide relief from city utility bills for
low-income elderly residents and disabled residents of the City; and
WHEREAS, the Stormwater Utility has never been added to the program; and
WHEREAS, the Council of the City of Fort Collins wishes to include all
utilities in the refund and to provide the monies necessary to continue the
program in its present form; and
WHEREAS, Section 26-615 of the Code requires that all refunds be paid from
the general fund of the City.
WHEREAS, Arcitle V, Section 7, of the Charter authorizes the City Council
to provide by ordinance for payment of any expense from reserves accumulated in
prior years notwithstanding that such reserves were not appropriated for
ex-penditure in the annual appropriation ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that there is hereby appropriated Fifteen Thousand Three Hundred and Sixty-Five
Dollars ($15,365) from General Fund Prior Reserves to the General Fund Refund
Program Account.
Introduced, considered favorably on first reading, and ordered published
this 19th day of April , A.D. 1994, and to be presejata4 for final sage on the
3rd day of May, A.D. 1994.
